Cabinet defers decision on Census 2011 anomalies

IMPHAL, Sep 24: The controversial matter of overlapping of village jurisdictions in the ongoing census operations of 2011 was discussed today in the state Cabinet meeting held under the chair of chief minister O. Ibobi Singh. However, a final decision could not be taken in this regard and the matter has been deferred again to the next Cabinet meeting.

According to a reliable source, the Cabinet meeting held this evening dwelled solely on the controversial matter of overlapping of village jurisdictions in the ongoing Census operations of 2011 which has even outraged some people in the hill districts. So as to sort out the flaws in the ongoing census operations, the Cabinet seriously deliberated on the census operations from 1972 to 2001 where there were no such issues of overlapping of village jurisdictions.

It is said that the overlapping of village jurisdiction is mainly due to the absence of clear-cut demarcation marks of villages located in the adjoining districts of the state. The previous demarcation marks of these villages have vanished with the increase in population as well as expansion of the village area over a period of time.
The final resolution to this issue is likely to come after taking in account the details of the earlier census operations from 1972 to 2001 which went off peacefully in the state.
Census controversy at Moreh: The Hill Tribal Council, (HTC) Moreh has served an ultimatum to the concerned government department to enumerate the pending Census 2011 at Moreh under Rural Administration by October 5, 2010 failing which they threatened to launch democratic forms of agitation along the NH-39 route from Moreh to Imphal.
The HTC served the ultimatum as a reminder to the Chief Minister and Director of Census operations.
It said that the enumeration of the Census 2011 in respect of Moreh is still kept in pending for want of an official government order as to whether it should be under Urban or Rural.
It said that many representations have been submitted to the concerned department and government in this regard. However the state cabinet is confused to take a decision for their own will and wisdom is unacceptable for the people of Moreh.
It pointed out that since its establishment and in the initial several decades, Moreh had been under chiefship with the tribal land and rural administration set up under local public concern. It warned that the tribal people of Moreh will not remain silent spectators and will stand for the rural administration till the government considers and fulfills their demand, adding that Census 2011 will not be conducted or enumerated in Moreh if the government does not accept the sensitive and factual demand in the public interest.
