Funds to kick-start two fast track courts approved

Imphal, Oct 6: The two Fast Track Courts, FTCs, working in the Manipur, namely, the Additional District & Session Court Fast Track Court, Manipur East and the Additional District & Session Court Fast Track Court Manipur West along with extension of ad-hoc promotion of respective judges, extension of contract engagement of Addl. PPs and 11 staff for one year with immediate effect from April 1 till March, 2011, which was approved by the state Cabinet in its recent sitting, will have financial involvement of Rs. 27,95,464.
According to a highly placed official source, the recent decision of the state Cabinet meeting for the extension of the existing two Fast Track Courts in the state was made following the official intimation given to the state government after approval made by the Central government as a scheme for disposal of sessions trial cases and important civil cases pending for more than two years on transfer from respective courts.
In the meantime, as per the official record received,  total of 677 cases have been disposed by the  Addl. District & Session Judge (FTC) Manipur East during 2005 to 2009 and 792 cases were also disposed by the Addl. District and Session Judge (FTC) Manipur West during the years from 2005 to 2009.
Since April 1, 2005 both Fast Track Court of the state have been functioning under the normal non-plan fund with the funding of Central government amounting to a recurring expenditure of Rs 4.8 lakhs per court per year. The excess fund incurred being borne by the state government as per direction of the Central government.
The official source further mentioned that the recent Cabinet meeting also further approved the creation of 17 posts for the smooth functioning of the existing Fact Track Courts and subsequently the staff in the prosecution side had been withdrawn on ground of paucity of fund.
The official source further mentioned that, the required fund for the functioning of the said two Fast Track Court is available under major head 2014- Administration of Justice (Non-Plan) and the State Finance Department and Personnel of Personnel have no objection in the extension and release of funds for the approved extension of two Fast Track Courts of the Manipur state, the official source added.
