NEC stalls modernisation of power sub stations due to state govt failure to submit utilization certificate in time

IMPHAL, Feb 2: Lack of proper initiative and failure of the state government on timely submission of the utilizations Certificates of the projects under taken since 2005-06 in the state for the improvement of power supply under North Eastern Council (NEC) have resulted in the delaying of modernization and up-gradation of the Kongba and Yurembam substations under NEC funding.
As per official report received, NEC has sanctioned the project for the installation of a 132/33 KV Sub-station at Kongba with an estimated cost of Rs.1476.35 lakhs on March 21, 2005 and released Rs.1408.71 lakhs. The project was executed by M/s Techno Electrict and Engg Co. Ltd. Kolkata on turn key basis. An amount of Rs.1405.56 lakhs has been spent. In Addition Rs 26 lakhs from the state Plan has been utilized for compensatory afforestation. Overall physical progress made is 95% and the very scheme is targeted for completion in March, 2011.
Similarly, the NEC on January, 18, 2006 has approved Rs.963.72 lakhs for the renovation and modernisation of 132/33 KV Sub-Station and also for upgradation by 3X31.5 MVA, project at Yurembam which is the main sub-station for supply of power to Imphal city during the meeting chaired by the secretary, NEC and the same estimated cost has been sanctioned during the financial year 2005-06 and had released 50.40 lakhs and utilized the same amount.
On the other hand both running projects under the NEC for the improvement of the power supply in the state specially for the valley districts has remain unfinished within the stipulated target due to the failure of the state government to provide Utilization Certifications resulting in ceasing of further funds for the projects by the NEC, the source added.
