GHC instructs OC to give details on Habeas Corpus case

IMPHAL March 3: In regard to the alleged arrest and unknown detention of one Longjam Suresh, 32, of Top Siphai Mayai Leikai by army personnel. The Guwahati High Court has passed an instruction to the officer in charge of Wangoi Police Station to appear before the court with the case dairy of the said incident on or before March 11.
L Mangi , father of Suresh had filed a Habeas Corpus( case of a disappeared person) to the Guwahati High court and a division bench of the court has instructed the concerned  authorities to respond in the regard within the stipulated time.
The respondents includes the State government, DGP of police, GOC of the army, the IGAR (south) Assam Rifles and the commandant of the 12 Maratha Light Infantry among others.
The court in a double bench sitting by Justice TNK Singh and Mutum BK Singh has also instructed the respondents to file the returns in the form of an affidavit before the stipulated time.
It may be mentioned that Suresh along with one Ch Manglem was picked up from their Top Siphai Mayai Leikai residence on February 18 nearing midnight.
Suresh was arrested from his house by persons attired in combat uniform, wielding sophisticated arms, after his arrest, the same convoy consisting of a green Maruti Gypsy and a Rakshak allegedly arrested Manglem from a nearby distance. Manglem was released on February 20 by the abductors, but the whereabouts and condition of Suresh is still sketchy and is yet to be confirmed.
The JAC constituted in this regard held a sit in protest at Top Siphai today urging the responsible authorities to reveal the whereabouts of Suresh failing which all sorts of agitations will be launched shortly. Talking to IFP today, L Mangi stated that his son has no l9nks with any underground outfit and is making ends meet by raising cattle. Mangi suspects that his son`™s life may be in jeopardy as his whereabouts remain untaced till date,he further voices suspicion that his son was arrested by none other than army personnel. `They came attired in combat dress and it is as clear as the daylight that it was army personnel who arrested my son, they refused to give an arrest memo”, A distraught Mangi added.
