Government to add more teeth to state police armory

IMPHAL, March 30: The District Head Quarter office of the Imphal East district police was inaugurated by the Director General of Manipur, Y. Joykumar, in the morning today at Porompat.
Speaking during the inauguration function as the chief guest, DGP, Y. Joykumar, revealed that since he took over the charge of DGP of Manipur, man power was always a concerned for the force. Fortunately the under the SPF ministry led by Chief Minister O. Ibobi Singh, the home department has improved a lot. The ministry had provided basic needs of the state force allowing the department to run smoothly.
With the motive to further equipped the department, the DGP informed that in addition to Hover crafts, seventh boats worth 1.30 lakhs per boats will also be purchase, of which two would be deployed in Jiribam and the rest at Loktak for used in counter insurgency and other police operations.
Noting the man power the DGP expressed his optimism that the law and order situation will soon be under control the VDF personnel would be deployed in outpost in various strategic points.
The DGP further urged the police personnel working in the grass root level to suggest the necessity of the situation. He said that these personnel knows the situation better and basic needs where required whether it be equipments, social supports etc, the government is ready to provide. At the same time, boosting the welfare of the family members of the police personnel, the DGP assured that he would personally asked for a package to the 4th finance commission.    According to the top cop, the two sub divisions of Imphal east district has now been bifurcated into three sub divisions for easy administration and prompt action during emergency.
The police department of Imphal east district has a plan to create two new boards in its jurisdiction in Jiribam to control subversive activities around Barak river. The upper stream of Thoubal dam multipurpose project will also be covered in the extension project of the department for which a discussion at the highest level has already taken place, he said, adding that the police department needs, and is mooting the possibility of establishing, an elite force adapt at fighting on water too.    Joykumar also revealed that there is a proposal seeking welfare and benefits for personnel of the police department particularly in the area of accommodation. A proposal to this effect will be presented to the 14th finance commission of the State, he said.
Further the DGP assured to give his best shot in order to bring peace in the state during his remaining service period. While delivering the welcome cum key note address, the SP Imphal East district, Th. Radheshyam recalled that Imphal east was bifurcated from Imphal district and established as Imphal east head quarter on June 18, 1997.The first SP of the district was M. Shushilkumar MPS and altogether 12 Superintendents of Police have been posted in the district so far.
The SP revealed that the strength of the office when it was first established was 151 including the SP, DSP, two inspector and 8 SIs and that there were only five police stations which included the Lamlai, Porompat, Heingang, Irilbung and Jiribam in the district.
The current government has created five more police stations which are presently under construction. They are Andro, Borobekra (upgrade from Outpost to PS), Sagolmang, Thoubal Dam and Yaingnangpokpi.
The overall strength of the armed police and civil officials, in the entire district currently is 2246 that includes one SP, two ASP, 7 DSP, 17 Inspector, 15 Sub-Inspector, 18 WSI, 15 ASI, 24 WASI, 187 HC, 42 WHC, 1380 PC, 269 WPC, 120 Drivers, 10 Follower.
On the other hand, the present working Village Defense Force in the district is 2050, of which 450 are old, 1300 are new and 300 personnels are posted at Jiribam currently.
The VDF are allocated in ten post which includes Sanjenbam, Andro, Khewa, Top Khongangkhong, Sawombung, Sekta, Yaingangpokpi, City convention palace gate, IT park Mantripukhri and ADC Mantripukhri, said the SP.
At the same time, the total number of personnel working under the CDO units in the district is 338 of which one is ASP, two DSPs, 2 inspectors, 13 SIs, 5 ASIs, 6-HC, 177 PC in total 206 while MR and IRB personnel attached to the unit includes two inspectors, 7 JCO, 44 Havildars, 77 Riflemens and two followers.
