Irom Rozer case handed over to CBI; Tribal Development renamed

IMPHAL March 28: Following consistent demands from the public including regional political party MPP to hand over the case of the killing of Irom Rozer to the Central Bureau of Investigation, a cabinet sitting today resolved to oblige and hand over the said case from the Lamphel police to the CBI.
An official source further stated that, along with the case of the murder of Irom  Rozer, the cabinet also agreed to the proposal to hand  over the murder case of Dr. Naorem Kunjabihari, the then chairman of the Board of Secondary Education, Manipur to the CBI.
Kunjabihari was killed inside his office by unknown assailants on January 11 last. The case was investigated after the BOSEM secretary lodged an FIR to the police in the regard and two persons were apprehended by the police along with a 9mm pistol. The two persons were allegedly acting under directives of the KYKL(MDF) and the case ran cold. To nab the instigators of the crime, it was decided to hand over the case to the CBI.
The official source maintained that in case of the Rozer murder case, the state cabinet also on the purview that justice should be carried out without any hiccups handed over the case to an independent body. Minister Biren, father of the prime accused was himself present during the cabinet proceedings held today. It may be mentioned that along with the minister’s son, another four youths implicated in the shooting incident at Ghari Lamkhai on March 20 are presently remanded in judicial custody till April 2.
The family of the deceased including different organizations had urged the state government to refer the case to the CBI for transparency and effective justice.
Further, the cabinet agreed to upgrade 364 primary schools in the five hill districts under the Hill department to upper primary schools under section 3(1) of the Right of Children to Free and Compulsory Education Act, 2009. Also, for up gradation of 138 lower primary schools in the five hill districts under the Education (S) department to Primary Schools and Upper Primary Schools.
The cabinet also passed to rename the present Tribal Development (TD) department to Department for Development of Tribals and Hill Affairs and also to transfer the affairs relating to the scaheduled caste to the MOBC Department.
It was also resolved to create 5 posts of Guidance co ordinators/master trainers and another 5 posts of research assistants under Rastriya Madhamik Shikshya Abhiyan(RMSA),and further approved  pending posts of the Sports Department for filling up of three coaches in kayaking, wrestling and canoeing. For the health sector under the Manipur Health Services ,posts for grade IV employees will be appointed i.e. 2 homeopathy physicians under AYUSH,1 post for the State Medical Plant Board, 2 staff for the ten bedded homeopathy wing at JNIMS and 1 staff each for Ukhrul District Hospital and Tribal District Hospital.
