Lack of state policy on stone crusher and brick field resulting in non implementation of central guidelines

IMPHAL, March 25: Chief Minister O Ibobi Singh, who is also in charge of the education portfolio said, it is not true that the DIET Centre, Tamei will be shifted to Tamenglong, while replying to the question raised by MLA, Tamei Assembly Constituency Awangbou Newmai during the question hour of the last day of the state Assembly Session today.
Chief Minister replying to the supplementary questions, further mentioned in the house that, the existing DIET Centre at Tamei Sub-Divisional headquarter was constructed after the land was donated by the chairman Langmei village and the main objective of having a DIET centre there was to impart trainings for the teachers of upto primary level working in different educational institution of the sub-divisions of Tamenglong District. There are eight DIET centres in all districts of the state, he added. In another question raised by the MLA, M Prithviraj Singh, he replied that, due to the cancellation of Government Rationalization order, the process for upgradation of Kwakta Junior to a High School could not be done in time however the process for upgradation for the said school will be done with the starting of the new academic session 2011-12.
In the meantime, the CM while replying to another question raised by MLA, RK Anand clarified that, it is not true that, there is no quality control in the works taken up under the SSA and RMSA. Answering to the supplementary questions he explained that there are different mechanisms to control the quality of the works under SSA such as Village Education Committees (VECs) and School Management and Development Committees (SMDCs) to monitor at village/school level, Technical supervision by the engineering wing of DRDA concerned, District level Monitoring Committee/Team consisting of MP, MLAs, elected representatives of local bodies as members and Deputy Commissioner concerned as member secretary, and as for RMSA School Management and  Development Committees to monitor at school level and Technical supervision is done by engineers working under RMSA, he added.
Later, the state works minister K Ranjit replying to the question raised by MLA Khangthuanang Panmei, mentioned that, the Tamenglong Khongsang road (39.50Km) was not handed over to BRTF in the past, but with due pressure from various civil society organization from Zeliangrong region, the state cabinet on November 4, last year took the decision to hand over the said portion of road to the BRTF, and matter has been intimated to the official concerned of the BRTF, he added.
In yet another question raised by the senior opposition member O Joy, state works minister replied that, the work construction of road (SH-providing premix carpenting) of NMC Road from Tabungkhok Lamkhai to Patsoi part II, III and Part IV was included in the Programme of SPA for the year 2008-09 with an estimated cost of Rs.30,56,397 out of this amount Rs.20.59 lakhs has been released and the remaining amount of the fund will be released after completion of the works, he added.
State Revenue minister Th Devendra has said that the state government has no policies for the amendment of the Manipur Land Revenue and Land Reforms (MLR & LR) Act, 1960, while giving reply to the question raised by MLA, Dr. U Deben Singh in the house today. In the meantime the state revenue minister replying to the supplementary questions mentioned that, as per the instructions from the central government, the state government is considering for the proper survey of land in the hill districts of the state and extension of MLR & LR Act to the hill districts will be considered after completion of the survey, the minister added.
The Department of Commerce and Industries has served show cause notice to the unauthorized established Stone Crushers and Brick Fields as per the rules of the department said the State Commerce and Industries minister Y Irabot while replying to the queries made by the  MLA, Dr H Borajao during the question and answer hour of the state Assembly session today.
Minister Y Irabot as per the question raised mentioned that there are 17 each numbers of registered stone crushers and brick fields in Imphal West-I district however the department has failed to implement the guidelines of the union mining ministry for the establishment of the said stone crushers and brick fields due to the lack of the state’s own policy.
He further explained that, the Union Ministry of Mining has already instructed the state government on January 1, 1996 that establishment of such stone crushers and brick fields should be at least 1 Km away from the main road, besides due to the lack of the specification of a main road, the department was unable to take up the necessary steps against the owners of firms who have failed to adhere to the guidelines.
In the meantime the Speaker Manipur Legislative Assembly in public interest raise questions on the regulatory measures taken up by the department to control the mushrooming growths of Brick fields and Stone Crushers unit at the road side of the existing National Highways of the state.
At which the concerned minister Y Irabot elaborated that the existing uncontrolled growth of established Stone Crushers and Brick Fields near by the Highway will be checked very soon by the department, after adopting an accurate state policy as per the guidelines given from the centre, minister added.
