13 militant cadres lay down arms before Chief Minister

IMPHAL, April 13: Thirteen underground cadres of two different underground organizations operating in Assam and Nagaland surrendered and laid down arms to chief minister O. Ibobi today.
The State Government will ask the central home ministry to provide with more attractive and benefiting rehabilitation package for surrendered militants. The Chief Minister stated this while attending an official surrendering ceremony under the banner “home coming ceremony” held at IGAR (S), Mantripukhri, organized by 12 Maratha Light infantry.
Altogether 13 hardcore cadres of two underground outfits formally surrendered to the Chief Minister, O Ibobi Singh. The ceremony was also attended by Y Joykumar, DGP and Maj Gen CA Krishnan, AVSM, IGAR(S).
The cadres who laid down arms included five cadres of Dima Halam Daogah (DHD (J)) and eight cadres of Federal Govt of Nagaland (FGN). The UGs surrendered with a large number of weapons including one AK -47 rifle, one G-3 rifle, two carbines, two Lethode guns and seven pistols.
Clarifying to queries raised by the media persons in connection with the arrest of a KCP Nongdrengkhomba/Taibalnganba, cadre by a Bishnupur Police despite being surrendered to the DGP, the DGP stated that the cadre was not a surenderee but yet to surrender formally.
The KCP cadre identified as one Angom Ibochouba, was arrested for after a failed attempt to kidnap the project officer of DRDA, Bishnupur. He was produced before the media persons during a press conference wherein the cadre disclosed that he was a surrendered militant who laid down arms, two 9 mm pistol to the DGP on June 14, 2010 during a surrendered programme held at IGAR (S).
Further in his speech the CM stated that peace and freedom from crime and terrorism are the catalysts for progress and development. He also congratulated the surrenderees for having taken the brave and right decision to tread the path of peace. Further elaborating on the occasion, the CM applauded the role of the Assam Rifles and State Police in facilitating the surrender and rehabilitation process for the misguided youths.
Clarifying that the present rehabilitation package is not up to the par of the expectation of the surrendered militants however the State government will approach and ask the home ministry for providing with more attractive rehabilitation package for the surrendered militants, he informed.
The Chief Minister in the meantime maintained that with the motive to bring more development and peaceful atmosphere, the state government’s annual plan size has been added by Rs. 3.20 crore but the insurgency problems are hampering the developmental pace.He said that the members of the KCP Lallumba Group who have entered into negotiating table last year has been sent for vocational training at a Rehab centre at Pune.
At the same time, reiterated that the governments’ door is always open.
A statement issued by the IGAR (S) in this connection said that in the recent past, a large number of youth from Manipur have laid down arms.
While Manipur has been facing the scourge of terrorism for the past several decades, it is the general public who are bearing the brunt, due to the presence of large number of militant outfits who indulge in senseless killings, extortion & anti social activities.
