Alleged forgery of documents detected in women SI selection

IMPHAL, April 11: Right to Information activist W Joykumar, in a press conference today highlighted a case of alleged forgery of documents in selection of two women police sub inspectors  (SI) and demanded review of the selection of two women SIs.The two SIs allegedly charged in the forgery are  Ronita Maisnam d/o M Padmeshor, Chingamakha and Potsangbam Linthoinganbi d/o P. Manikanta Singh, Kwakeithel.
As told to media persons by Joykumar, one Laishram Sanatombi Devi d/o (L) L Surjamani Singh, Yairipok Bishnunaha Mayai Leikai who is a national player on February 2, 2010 filed an application to the special secretary, Department of Home who is the SPIO for relevant documents regarding the selection of two candidates who have allegedly forged their documents.
Sanatombi, in the application demanded age proof and OBC certificates, marks secured in the physical, written and viva-voce answer scripts and reserved seats of sports persons.
Since no action was taken up by the SPIO of home department, Sanatombi further move the case and filed a complaint to the Manipur Information Commission (MIC) on March 6 2010.
Since no action was taken up by the MIC, Sanatombi filed one more application to the Deputy Commissioner; Imphal West on September 9 demanding copies of documents, OBC certificates used, copies of inquiry report for issuing OBC certificates and copies of documents illegible criteria of the OBC certificates used  in the selection of women police SI by the said two SIs.
After filing two appeals on the December 14 and January 15, the SPIO commented on Sanatombi’s application and reported tha the documents demanded by Sanatombi cannot be given to her due to poor record keeping which was regretted by the SPIO and that the responsible officials for record keeping are Promoti Devi, SDC and K. Manoranjan, dealing assistant.
Joykumar questioned the authenticity of the OBC certificates issued by A. Ibocha, deputy commissioner of Imphal West in the year 2007-08. He stated that both the two selected women Sis who were selected in the OBC category cannot be in the OBC category wherein a government ruling states that annual income of an OBC should be less than Rs. 4.5 lakhs.
He further pointed that father of Ronita Maisnam in the high school leaving certificate is M. Padmeshor whereas father’s name in the OBC certificate is Pheiroijam Sanatomba Meitei, Sagolband Takyel Kolom Leikai.
Joykumar demanded that action to be taken up against deputy commissioner A. Ibocha for issuing OBC certificates and review the selection of the two women Sis Ronita Maisnam and Potsangbam Linthoinganbi.

The same thing had happened in the appointment of Medical Officers also , but some raised objections and the govt. was supposed to do an inquiry but the matter has now been hushed up, mainly because the number of vacancy and the number of candidates were at par. This govt. is so corrupted, brilliant candidates with good academic careers were not appointed in the case of the appointment of Dentists the test of which was performed simultaneously. Let us try to our fullest so that this tyrant do not return as CM of this poor state.

  2. All the erring govt officials have to go now. This will be like to kill two birds with one stone. This will serve as a warning or “scarecrow” to shoo away these Govt officials from committing such mistake and at the same time letting the erring officials go will invite employment opportunity for the aspirants and youngsters directly or indirectly. Opps..i think i am dreaming.
