Curtailing power of local self bodies on card if schemes not implemented under guidelines

IMPHAL, April 18: There is possibility of curtailing the powers vested upon newly installed local self bodies of the state if they fail to implement the approved schemes and projects under the guidelines of the government for the welfare of the people of the state.
Stating this Chief Minister O Ibobi Singh while inaugurating the two days workshop on Devolution of Power to District Councils and Jilla Parishad held at the training hall of State Academy of Training Takyelpat this morning further mentioned that,  state government is promptly comply to the directives given by the  Indian constitution by holding election to the prolonged pending election to the  District Councils of the  Hill districts and subsequently the veto power for the self governance have also given to the authorities of the District Councils of the state so as to enable the elected representative at the grass root to implement their local self administration for the welfare of the people of the hill districts of the state.
Apart from this, state government in order to strengthen the democratic institutions to improve democratic systems of administration in the state conducted election to the Jilla Parishads and Municipal Councils in the valley districts so as the public could enjoy the basic requirements in time.
Chief Minister further draws the attentions of the elected representatives of both District Councils and members of Jilla Parishads and Councilors need to make their sincere efforts to implement the projects and programmes given directly by the central government for the welfare of the public under their jurtisdictions by adopting an effective mechanism, and if there be failure in implementations of prgrammes may lead to the forfeit of the already vested powers to the local bodies by the state government, Chief Minister added.
He also expressed his concerned over the sign of non progressive in the implementations of  various schemes and projects implemented under 16 departments  of the state for the  Jilla Parishads and Gram Panchayats since 2005, but the state government has taken up various measures for the proper implementations of the slackening schemes and prjects.
Chief Minister further said holding of such workshops will surely impart valuable knowledge and technical imputes of the elected representatives and official programme executers of various departments, and latter expressed his appreciations to the State Academy of Training for organizing such workshop and assured to promote the existing State Academy of Training to the level of upto date training centre in the nearest future to come by increasing shortage manpower of the institution.
Attending of inaugural function of the two days workshop today by the state Education Minister DD Thaisii, state Chief Sceretary, commissioners and secretaries of various and various elected representatives of district councils members of Jilla Parisads have marked the total success of holding the very workshop.
