FATYCM sought white paper on projects

Imphal, April 12 (NNN): Federation of All Tribal Youth Clubs Manipur (FATYCM) has submitted on Monday a representation to the Manipur minister of Rural Development, Minorities and Other Backward Classes, underscoring rampant flouting of reservation norms in the department and has sought white paper on projects undertaken by the department.

In a representation made available to NNN, FATYCM stated that recent recruitment of various staffs under the Manipur State Rural Road Development Agency (MSRRDA) was done against the State reservation norms and guidelines. Such deprivation of seats and quotas reserved for scheduled tribes in Manipur tantamount to contravention of State reservation policy, particularly Manipur DP and AR (per division) OM No 9/6/2009 and dated March 20, 2010 published via Manipur Gazette Extra Ordinary No 416 of 24/3/2010.

The tribal body has therefore appealed to the minister through the representation to revoke the recruitment of 47 SOs, 20 LDCs, 36 RMs, 9 treasurers, 18 lab assistants and 1 CDA which was affected under the letter No. 1/13/2005-MSRRDA/CP/PT/158 dated 16/6/2009, and fresh recruitment to the posts be initiated.

The representation signed jointly by its joint secretary and information secretary Lethang Haokip and M Hopeson respectively went on to highlight the absence of supervision and effective monitoring which has led to the compromise of quality and quantity of construction of government school buildings undertaken through MSDP funds under Minorities and Other Backward Classes (MOBC). `It is also found that certain work order in cash/drawn the bill (flying bill) without any execution of the work program,` it said. `The outcome of such an awkward development is mainly due to the lack of supervision and effective monitoring from the concerned authority.`

It has quoted a ban imposed by the State finance department on the drawing of departmental funds from the banks through self cheque and also that of maintaining funds by departments outside government account in the form of banker`™s cheque which are violative of rule 3 and 4 of general financial rules, while pointing out discrepancies and irregularities to that effect prevalent in the directorate of MOBC.

Stating that the directorate of MOBC will soon be launching various projects on economic development, FATYCM has sought white paper from the competent authority of MOBC for the smooth and successful implementation of the programs.

It has sought intervention from the minister of RD and MOBC in the revelation of, inter alia, white papers on projects undertaken during the last three years, whether they were allocated district/block/community wise with the total number of beneficiaries for each project with 2010 financial year as the baseline, copy of newspaper advertisement of the notification of MOBC inviting application forms for the projects, sanction letters from the concerned funding sources of each program with relevant documents of having received it, etc.

FATYCM has warned that on the event of failure to bring urgent positive response to its demands, democratic agitations would be launched.
