IMPHAL, April 13: Despite having records of failure to accelerate the expenditures by the various implementing agencies/department for various projects and schemes undertaken in the state, state government again implemented some of the new schemes under NEC during the financial year 2010-11.
New schemes to be uindertaken by the government includes , construction of Churachandpur Singhat road with an estimated cost of Rs.27.32 crores, construction of Inter state bus Terminus (106 capacity) with an estimated cost of Rs.26.24 crores, up-gradation of District Hospital Churachandpur amounting Rs.4.88 crores, infrastructure development for up-gradation of government GNM school to college of Nursing, at Lamphelpat with an estimated cost of Rs.3.21 crores, Establishment of of Blood Bank at Shija Research Institute at the estimated cost of Rs.3.44 crores, development of infrastructure for Tennis at Imphal District Tennis Association Complex, Lamphelpat at the estimated cost of Rs.4.77 crores, up-gradation of flagship Hotel Imphal, North AOC with an estimated cost of Rs. 1.64 crores and double cropping in the state-phase-II with an estimated cost of Rs.4.63 crores.
According to an official source, all the implemented schemes/projects taken up under plan including CSS, CPS, NEC and NLCPR have been regularly reviewed at the level of Chief Secretary and Chief Minister, this has resulted in improving the performances of the schemes and Projects in the state under Plan, NEC and NLCPR. The effort made by the state government has succeeded in substantial increase of plan expenditure and its outcome. The review meeting held by the Chief Minister provides a forum for suggestions for mid course adjustment required for speedy implementation of of the plan schemes, the source added.
Manipur received assistance from NEC for implementation of 39 schemes during 11 plan of NEC, out of which five schemes have been completed and 34 schemes are at different stages of progress.
The official source further mentioned that, since 2007 till first part of current financial year NEC has released a total of Rs.15364.28 lakhs for various projects under Power, PWD, Health, HRD, Education (S), YAS, Tourism, IFCD, Hort & Agri but the failure of the state concerned implementing agencies/departments to expedite the expenditures for various projects and schemes under NEC shows another systematic failure of the state government while achieving the targets for the completions of the ongoing projects and schemes under NEC in the state as out of total released fund of Rs.15364.28 lakhs only Rs.12341.38 could expended till today.
.Further few news schemes including, improvement of Tamenglong-Tamei road at the estimated cost of Rs.66.86 crores, survey and investigation and DPR preparation of Bishnupur-Nungba road with and estimated cost of Rs.0.32 crores, construction of cross regulator across Choukidarkhong stream (MI) Komlakhong Thoubal district at with an estimated cost of Rs.4.70 crores and Anti-Errosion works on Koite stream under sectionf Tiddim road crossing, at Churachandpur district with and estimated cost of Rs.2.04 crores have been sanctioned during March last year.
In addition this schemes, state government under the funding of the NEC implemented Border Area Development Programmes (BADP) in eight border blocks of three hilkl districts bordering Myanmar including blocks of Singhat and Thanlon blocks of Churachandpur district, Tengnoupal and Chakpikarong blocks of Chandel district and Chingai and Kamjong , Ukhrul and Kasom Khullen blocks of Ukhrul district.
It is also officially mentioned that, works of specific needs of the people of the border blocks particularly in the infrastructure and social sector have been taken up under BADP. Focus has been given for development of villages nearer the international border, priority has also be given to development of link roads, suspension bridge, construction of community hall/village authority court house, development of playgrounds, MI etc under the NEC, the official source added.
