Major challenge in education after introduction of RTE

IMPHAl, April 12: Education in the hills has now becomes a major challenge after the introduction of the Right to education which newly revived Autonomous District Councils, Manipur under Hills Department for the year 2010-12 is going to face.

Apart from the administering the entire developmental aspects of hill districts by the respective ADCs since early period, the ADCs have been instrumental in imparting education to the children of hills areas by running various Primary Schools upto class-V. Shortage of teachers upto some extent has been solved by the recruitment of Primary teachers during the current financial year. Further, the department is making approach to streamline education in the primary level by imparting training to the teachers from time to time.

As per the official figure there are total of 926 schools under the ADCs including 129 schools in Chandel ADC, 170 schools in Churachandpur ADC, 182 schools in Kangpokpi ADC, 141 scools in Senapati ADC, 146 schools in Tamenglong ADC and 158 schools under Ukhrul ADC.

Marking this as achievement of which was made by the department even after the lapses of administrations of hill districts through ADC for the last two decades in the state, the Hills Department have submitted its annual administrative reports for the year 2010-11 to the state government in which it has mentioned that, a major achievement of the department during the current financial year was the successful conduct of Election to the sic ADCs of Chandel, Churachandpur, Tamenglong, Senapati, Ukhrul and Sadar Hills.

The Annual report further mentioned that, with the constitution of the newly elected District Council, the state government have also developed various functions and powers to ADCs. So far 26 identified departments have affected devolution of powers to ADCs only 3 remaining departments including, PWD, Veterinary & Animal Husbandry have not yet devolved any functions or powers to councils.

It is also mentioned that, another landmark is the transfer of DRDA by the Rural Development and Panchayati Raj Department to the District Councils, with this, all development schemes including implementation of MGNREGS, BADP, BREG stands transferred to the ADCs.

It is also officially mentioned with the official devolutions of powers to the newly elected representatives of ADCs there have been records of systematic incurring of expenditures from the allotted funds which includes Rs.100,22,33,000 reflected as non plan and there is an official records of expenditure amounting Rs.83,86,31,452 and Rs.88,46,00,000 as plan budget provision for the current financial year and there has been official record of expenditure of Rs.67,87,08,197 as on February, 28 last.
