MPCC fleshes out flagship schemes; aims full majority in coming general election

IMPHAL, April 21: The Thoubal District Congress Committee today organized a one day district level training programme on flagship schemes of the centre and other schemes of the SPF government as a part of the SPF government’s objective of spreading awareness of the schemes and training the local people on the various aspects of the government schemes at Thoubal, today.
Chief Minister O Ibobi Singh, who attended the programme as the chief guest stated that of the ten assembly constituencies in Thoubal district, his party was able to win in only eight constituencies in the last 9th Manipur Legislative Assembly election being defeated at the Lilong and Wabagai assembly constituencies.
However he added that in the forthcoming assembly election, the Congress will not only try a complete haul of all 10 constituencies in Thoubal district, but will also aim to win strongly with a big majority across the state.
He also maintained that the training programme was organized so as to spread awareness amongst the people of the state on how much the flagship schemes and programmes of the government are successfully implemented during the SPF rule and how much his government is committed in fulfilling the manifesto of the Congress party in the state.
Stating that the government of India views Sharva Siksha Abhiyan and other education related schemes very seriously, he added that through such schemes and projects, the government has been able to spread compulsory education into the far flung areas of the country.
Further elaborating on the educational sector of government schemes, he added that through the various schemes including SSA, Mid Day Meal, Integrated Child Development etc, the government is trying to spread education to all corners of the country which in turn will help tremendously in bringing development to the country.
Touching upon other aspects of the governance, the Chief Minister elaborated on the Right to Information Act. He stated that in case any individual or party has any kind of doubt regarding implementation of any schemes or on the use of any kinds of funds, the individual or the party can take the help of the RTI Act to clear their doubts.
The Chief Minister while elaborating on his party’s achievement stated that, knowing the general mindset of the public, his party repealed the AFSPA, 1958 from seven segments lying inside the Imphal Municipal council some years back. He further maintained that there was a strong pressure from the centre against the state government’s act of repealing the Act, however fully understanding the desire of the state, he along with his cabinet convened an immediate meeting where it was decided to repeal the act from seven segments of the Imphal Municipal Council.
He further deliberated on the issue of Muivah’s proposed entry into the state last year. He stated that the centre had strongly pressured him to allow Muivah into Manipur; however he had demanded a joint statement from both the centre and the NSCN IM declaring that Muivah’s demand from the centre will have no impact upon the state and its territorial integrity.
However due to the failure of the centre to provide such a written assurance, he declared to the centre that in such a scenario it would be better for himself to resign from the post of the Chief Minister than to allow Muivah entry into the state, and as such he barred Muivah entry into the state, he added.
Speaking during the programme MPCC president Gaikhangam stated that the programme was organized so as to highlight the various centrally sponsored schemes and the achievements of the SPF government to the people of the state.
He also declared that development could be achieved only when the public and the government walk hand in hand.
Touching upon the issue of territorial integrity in the state, the MPCC president maintained that thanks to the SPF government the integrity issue which was a major issue last year has been subdued and now the people of the state should forget the past and stand together against all odds.
The programme was also attended by Lok Sabha MP T Meinya, congress MLAs of Thoubal districts, party officials and the public attended the function.
