SF shooting spree not new : COHR

Imphal April 5 : Committee on Human Rights (COHR) condemned the incident of April 2 at Thoubal in which bullets fired by the 15th AR posted at Tomching hillock killed an old woman Waokhom Mani who was sleeping in her bed. COHR convenor Phulindro Konsam today in a press release condoled and shared the grievances of the family members of W. Mani.
The people of Manipur had been witnessing all sort of criminal activities like custodial deaths, framing charges to innocent people, disappearances after arrest and third degree tortures by the armed forces instead of bringing a political solution. It is not a new case of personnel of the security forces firing and there had been many incidents in the past. It is purely an act of genocide and indicates that the fundamental right of rights to life does not exists in this land. According to local reports, there was indiscriminate firing for about an hour after the world cup final match in which India beat Sri Lanka. It is not only the residence of late Waikhom Mani that was hit by bullets fired by the AR but residences of Thoubal Achouba Leirak and Nongrangkhong were also hit in the firing spree. It would have been similar to the Jallianwala Bagh incident of 1919 if the melee occurred during day time the release further stated.
It is because of the way of negotiations of the various JACs formed after any killing like monetary demands and demand to employ a member of the bereaved family instead of bringing the culprits to justice that the government finds it very easy to tackle any cases like this. Excessive use of powers under the Armed Forces Special Powers Act 1958 by he security forces has already taken its toll and a day would come where every family would be affected by the armed forces.
