ZSUM expose fraudulent withdrawals by contractors

IMPHAL April 20: The Zeliangrong Student`™s Union (ZSUM) exposed fraudulent cash withdrawals by contractors without carrying out the work along the Old Cachar road.

A release by ZSUM chairman Phillip Kamei states that one contractor, Ph Adai has withdrawn a sum of Rs 1 crore and more in the name of construction of a 5 km distance along the NH 53 (between Leimatak bridge and Luwanglon Khullen) under SPA scheme of 2009/2010.

Angam Pamei, another special contractor also withdrew 2.70 crores without completion of road work from Gaidimjang (I) to Khoupum (II) under the PMGSY scheme without completion of work.

The Inspection Bungalow at Gaidimjang, Khoupum Valley to be built under SPA is not completed and another 50 lakhs have been withdrawn. Funds for Zoujangtek to Tubung cemetery along with culvert has been left neglected after withdrawal of funds.
Further, Nungba Guest House constructed by Ajon Gonmei, special contractor under the SPA is substandard and may collapse any time as per inspection done by a ZSUM team recently.

Highlighting other issues, the Zeliangrong union states that staff of Electricity department , BDO office, higher secondary schools and high schools have never attended duty since the last two decades in Khoupum area.

ZSUM warns that it will not remain a mute spectator if the State Vigilance Department or other concerned authorities do not initiate appropriate remedial measures immediately.

In another separate press release by Bandai Kamei,secretary to the Office of the PEI (Thoubei) ,Nungba of Tamenglong District states that one special government contractor namely Keibamdi Panmei and sub contractors Ch Hemchand Roy and Chandramani have withdrawn funds for the abandoned construction works of police barracks,kitchens et at Nungba headquarters under the MPHC.

The work started in 2006 and have been built without quality control. Such structures pose a threat to the public and will be dismantled by the public if left incomplete ,it said.

  1. Most of the contracts for development in the Hills are taken under Hill People and they are corrupt to the core. They are supported by our MLA, Ministers and UGs. The situation in the valley is anything but worse.
