District level committee to be constituted to monitor flagship programmes in state

IMPHAL, May 25: A recent state high power committee meeting headed by the chief secretary, which had decided to constitute a District Level Monitoring Committee (DLMC) in each of the nine districts of the state to monitor and review progress of works taken up in the respective districts under the State Plan, NEC, NLCPR, Flagship Programmes and other Centrally Sponsored Schemes.
In this regard an official order has been issued by the Special Secretary Planning Dr. Sajjad Hassan, and as per the official order the composition of the DLMC will comprised of the concerned DCs of the districts as chairman and respective district’s Executive director, DRDA, all SDOs of the districts and District Level Officers and three private members (one woman, another representing a credible local developmental NGO, and third representing excluded/minority communities in the district, all publicly spirited and of sounded credentials, to be appointed by the DC concerned and confirmed by the State Planning Department while DPO/ADC (Planning) will be the member secretary of the newly constituted committee.
Mentioning the terms and references of the newly constituted committee the official order further mentioned that, the constituted committee will review progress of implementation of all State Plans, NEC, NLCPR, Flagship programme and Centrally Sponsored Schemes in the districts on a regular basis, resolve inter-departmental coordination issues and monitor progress of the works including whether they are meeting national and state guidelines.
It is also mentioned that the committee will report on the review status, on a monthly basis to the state Planning department and bring to the notice of the said department and the concerned state line departments, the lingering coordination issues for a resolution. Summary of these findings may be reported at the chief secretary’s monthly meetings of Administrative Secretaries, the order added.
It is also mentioned that, the constituted DLMC shall meet at least once every month and the committee should rely on field inspections and other credibility including public sources of information in discharging its monitoring functions.The official also mentioned that DLMC will be served by the District Planning offices and the state Planning Department shall provide necessary support to the District Planning Offices in terms of devising reporting guidelines and templates, training of staffs and DLMC members to enable the committee to function effectively.
The official order of the spl secy Planning also directed the official concerned of the state Planning department and concerned Line departments that it is necessary to keep the DLMC posted, of all works and schemes being taken up in each districts.
It may be mentioned that, the newly constituted DLMC is going to review the progresses of SCA, NLCPR and NEC which have been implemented under State Planning Department and other line departments of the state, the schemes under CSS including Targeted Public Distribution Services taken up by the CAF & PD, MG National Rural Employment Guarantee Programme, Indira Awaz Yojana and National Rural Livelihood Mission implemented by RD & PR,  National Rural Health Mission implemented by the Health department, Sarva Siksha Abhiyan and Mid Day Meal implemented by the Education (S), National Social Assistance Programme and Child Development Programme implemented in the state by the state Social Welfare department, Total Sanitation Campaign implemented by the  PHED,  Multi-sectoral Developmet programme implemented by the  MoBC,  Border Areas Development Programme implemented by the state Planning department,  Integrated Watershed Management Programme implemented jointly by the Planning department and its line department, Jawahar Lal Nehru National Urban Renewal Mission implemented by the  MAHUD, Rashtriya Krishi Vikash Yojana implemented by Agriculture and other line departments and Rajiv Gandhi Grameen Vidyutikaran Yojana implemented by the state Power department in the state for the effective and successful implementations of the schemes and projects, the source added.
