IMPHAL, June 17: The High Court Bar Association, Manipur today convened a meeting in regards to the present issue concerning an alleged assault on on of the association’s member by a state police team on the evening of June 9 at Wangkhei Puja Lampak, while the alleged victim was on official duty.
During the meeting, the association unanimously resolved to file a petition to the Guwahati High court Imphal Bench to direct the concerned authorities for registration of an FIR against the involved personnel and to hand over the investigation to an independent agency like CBI.
According to a release of the association, the members present in the meeting today made a deliberation to the progress of the inquiry and investigation made by the police regarding the incident after the association lodged a formal complaint to the DGP Manipur and SP Imphal East, on June 10.
It further mentioned that the SP Imphal east has made a request to the secretary of the association on June 14 that the police department is making all out efforts in tracing out the real culprit with the holding of a high level meeting of district police and all the officers which further directed all personnel to make all possible efforts to identify the culprits responsible for the incident and that the office of the SP Imphal East also issued a clear cut instruction in writing to all officers including commando pickets and check points to avoid such kind of unwanted incident relating to court matters and to sensitise each and every one to give the highest regards to High court matters and distribution of cause lists and to extend all possible help to the staffs of the High Court in discharge of their duties.
It also mentioned that the SP Imphal East had requested the Bar association for an amicable solution through discussions at a mutually accepted time and place convenient to the High Court Bar Association, Manipur.
It is also mentioned that, pursuant to the request, the representatives of the High Court Bar Association and the District police held various rounds of discussion in which the association made a proposal for identification of the culprit and for taking appropriate legal action.
The release also mentioned that, even though the police authorities are taking their actions but no positive action is seen except the assurance of moving out the concerned OC to another place.
It is also mentioned that the meeting after minute consideration the members present in the meeting today unanimously resolved that the sub-committee under the chairmanship of HNK Singh, Sr. Advocate shall file/conduct and to needful for obtaining appropriate relieves from the Guwahati High Court.
Further meeting also further resolved that, in view of the filling of the writ petition and also in consideration of the difficulties faced by the public litigants, the agitation for abstention from attending the court works shall stand suspended from June 20 and the members of the association shall continue to attend the judicial works as usual, the release added.
