Irregularities bogs implementation of IHSDP in Kakching

IMPHAL June 1: After finding irregularities regarding the proposed list of beneficiaries for the Integrated Housing and Slum Development Program (IHSDP) submitted by the Kakching Municipal Council, the Guwahati High Court in a directive today ordered that the list of beneficiaries will not be entertained following pending judicial procedures.

Intimating media persons today at Singjamei Yumnam Leikai, Advocate Khaidem Mani said that a writ petition was submitted to the GHC by one Sangaijam Joy Singh and other 9 complainants.

He said that under the IHSDP, a scheme which is meant for holistic slum development by providing shelter for homeless persons residing at makeshift shelters in urban areas was taken into effect by the Kakching Municipal Council and 548 beneficiaries had been selected under the scheme on September 16, 2010. The list was also sent for approval to the Chief Town Planner by the executive officer, Kakching.

However after some time, the list was requested to be modified by the same on grounds that 158 beneficiaries were doubtful and need not be entertained and submitted new beneficiaries in their stead under the IHSDP.

On the effect, the persons left out from the list took the matter to court charging that they have been unjustly taken off from the list without proper reason.

The matter was submitted in the form of a complaint to the Chief Minister and to the chairperson of the IMC, on April 6, 2011.

The state government also intimated the responsible officers for clarification in the regard, but there was no positive response from the concerned officials.

In the regard, a sitting of the GHC by Justice Tayenjam Nandakumar today directed that the revised list prepared by the Kakching executive officer will not be allowed for implementation.
