MHA expresses concern over progress of CCTNS implementation in state

IMPHAL, June 17: The Ministry of Home Affair’s government of India has expressed serious concerned to the state government recently over the slackening progress of the state home department in the implementation of centrally sponsored schemes including State Data Centre (SDC) and State Wide Area Network (SWAN) under the national e-governance plan for the successful implementation of Crime and Criminal Tracking Network and System (CCTNS).

According to a source, the official intimation of the MHA also further mentioned that, the SWAN network is proposed to be used for CCTNS which is a mission mode project conceptualized and sponsored by the MHA towards enhancing outcomes through CCTNS.

It is also mentioned that, CCTNS aims at creating comprehensive and integrated system for enhancing the efficiency and effectiveness of policies at all levels and especially at the police station level by adopting e-governance.

In the meantime, as per the recent directives from the MHA, the state home department has advised the secretary Information Technology, government of Manipur for allotment of the SWAN connectivity/bandwidth to the police department and inclusion of state Nodal Officer, CCTNS project in the state committee established on CCTNS by IT department.

The state home department has also requested the state secretary IT department to take top priority on allotment of SWAN connectivity / bandwidth and adequate space for housing Server Racks at the State Data Centre and DR Site for CCTNS projects and inclusion of the Nodal Officer for implementation of CCTNS project as advised by the MHA.

Menawhile it may be mentioned that the CCTNS was launched in the state recently soon after the the constitution of State Crime Bureau (SCBR), Manipur under the scheme of NCRB, MHA, Government of India to work as a clearing house of Crime/Criminal Information by facilitating exchange of information amongst the various state police forces in the country.

The CCTNS also aims to function as a store house to connect the state police forces on he national level and enable them to exchange information on crimes and related investigations and to store, co-ordinate and discriminate information on inter district, inter state, international criminals forms allow easy access to respective states, national level investigation agencies courts and prosecution in India without referring to the police stations records.

On the other hand the National Crime Record Bureau NCRB, MHA has already released a total amount of Rs.1,88,96,000 on September 1, last year for the implementation of CCTNS in Manipur for maintaining the components for SPMC, capacity building for strengthening of institution infrastructures, capacity building personnel training in different units of existing districts of the state and setting up of one police training college.
