State legislature to address Lokpal Bill cases in state: N Biren

IMPHAL June 2: The union finance ministry has conveyed a questionnaire to the state government recently to inquire about the implementation of the Lok Pal bill in the state legislation.

In accordance with the central inquisition, a cabinet meet held today at the Chief Minister`™s secretariat today responded to the query that the state government is willing to have separate legislation on the Lokyukta (state implementing term of Lokpal Bill) keeping in mind the draft provision of the Lok Pal Bill.

The cabinet also opined that the institution of the judges of the Supreme Court for the enactment procedure of the bill will differ in the state.

Speaking to mediapersons, spokesperson of the SPF ministry N Biren, stated that all cases and allegation under the Jan Lokpal bill (Citizen`™s ombudsman Bill) will be address by the state legislature and that the decicion will be further intimated to the union Finance Ministry, he added.

It may be mentioned that, the Jan Lokpal Bill (Citizen`™s ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year.

Drafted by Justice Santosh Hegde (former Supreme Court Judge and present Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission.

Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as `an expression of collective anger of people of India against corruption.

The cabinet also decided that the demand of FECTAM for the implementation of UGC pay scale will be addressed and will be effected from November 1, 2010 and also for the COTA demand to implement the 6th pay commission in totality, the same will be addressed from November 1, 2010 similarly.
