Anti-terrorism school to come up in Jiribam

IMPHAL, July 10: The state government will be setting up a Counter Insurgency and Anti –Terrorism school (CIAT) at Jiribam sub-division in Imphal East district that will be under the purview of the state home department. The official process for the opening of the school was initiated after the release of an additional fund of Rs.1.50 crores by the Union ministry of home affairs. 

It may be mentioned here that an agreement for the setting up of a CIAT in state was signed between the state commissioner, home and officials of Union ministry of Home Affairs in November last year.

In the meantime, the release of Rs.1.50 crores by the centre for the construction of CIAT has led to the enhancement in the allocation of annual plan outlay for the financial year 2011-12 to Rs.3280 crores. In this regard, the state chief secretary for planning has advised the state home department to move the finance department for excess authorization by indicating an appropriate head of account in consultation with the finance department budget section.

Official source said, the Centre had only released the amount of Rs.1.50 crores to the home department on March 31 this year. Due to the late release of the fund by the Centre, the state home department could not utilize the fund during the last financial year and as a result the official process for setting up of CIAT could not be started in time, the source added.

Many reputed police officers from Manipur had to undergo courses on counter-insurgency outside the state at heavy expenses which are borne by the state government. Very recently, SI S Suresh Singh has been released from his post from July 2 to undergo a course on counter-insurgency and jungle warfare, which started on July 4 and is scheduled to conclude on August 13 at the Centre of Excellence, Assam Rifles Training Centre & School, Diphu in Karbianglong district, Assam.

Once the state CIAT school is operational all these heavy expenses incurred in sending state police and other security officers for different courses related with counter insurgency or anti-terrorism will be saved, an official source observed.
