SCA projects likely to be affected with failure of state govt to furnish DPR in time

IMPHAL, July 29: There is a high possibility of delay in the implementation of Special Central Assistance (SCA) funded projects in the state for the current financial year 2011-12, due to alleged failure of the department concerns to furnish the Detail Project Reports (DPRs) of various projects in time to the Planning Commission of India through the state planning commission.

A highly placed official source has mentioned that projects earmarked under SCA funding include Manipur Sericuture project Phase-II amounting to Rs 10.12 crore, upgradation of various roads in both hill and valley districts to promote connectivity under the state works department amounting to Rs 200.89 crore, maintenance of equipments of district hospital Thoubal, construction of district hospital for Imphal east and Imphal west and Bishnupur district under the health department with a total amount of Rs.28.11 crore.

Projects approved for funding under SCA also include erection of 33 KV feeder from Power grid sub-station at Yuremban amounting Rs.5.06 crore, flood control and Anti erosion schemes/projects by the state IFC amounting to Rs.45.76 crore, bio-diversity conservation of water & improvement of environment in four different places including JNIMS, Waithou, Heipokching and other by the Ecology and Environment amounting to Rs.8.09 crore, construction of  left out portion of police housing/outposts, and VDF outposts, construction of administrative building posts for police stations and construction of police housing/building & VDF outposts building by the state home department amounting to Rs.32.31 crore, up-gradation of infrastructure of 12 government colleges by the Higher education amounting to Rs.12.10 crore, special school for the differently abled children with learning difficulties and upgradation of infrastructure of Manipur Public School, Koirengei by the Education (S) amounting to Rs.9.35 crore, construction
of Lab block for applied Science and state support for NIT by the  Technical education amounting to Rs.10.12 crore, administrative infrastructure development of six ADCs by the district council/hills amounting to Rs.30.36 crore.

Further according to the source, construction of godown at Jiribam (5000 MT) by CAF & PD amounting to Rs.6.05 crore, construction of Urban hat at Imphal, construction of integrated irrigation tanks in 9 districts and up-gradation of infrastructure for Hotel Imphal by the state MDS with a total amount of Rs.440 crore have also been earmarked for the annual plan 2011-12 under the SCA projects in the state.

The official source further mentioned that, state planning department has already made official intimation to all concerned head of departments of the state holding the projects under the SCA for the current financial year to prepare DPRs along with concept paper/project profile and furnish them to the state Planning department by June 15 last month which the department concerns had failed to furnish till date.

In the meantime, the state government has failed to submit the concept paper/project profile of all the projects included in the list of SCA before the prescribed date July 30.

Considering the failure of the state government to furnish the DPRs due to the lack of responsibilities from the department concerns, it is the general observation that there will be a delay in the implementation of the various projects approved for SCa funding for the current financial year, added the source.
