State government engages NEDFi to monitor centre sponsored projects in state

IMPHAL, July 20: The state government has signed a Memorandum of Understanding with the North Eastern Development Financial Corporation, NEDFi to engage the corporation as a third party to monitor and evaluate the various projects taken up in the state under the Special Plan Assistance (SPA), Non Lapsable Central Pool of Resources (NLCPR) and North Eastern Council (NEC)

According to a reliable source the MoU which was signed between the two parties on July 16, also agreed for the state government to appoint a consultant to represent it in dealing with NEDFi on the observation and monitoring of the different projects.

The terms and conditions of the MoU include verification and checking of the projects, whether they are executed as per the approved estimate, plan of action, time frame, verification and the approved specifications and designs.

Furthermore the MoU has also agreed for NEDFi to check whether materials used in the work conform to the prescribed BIS standards, building codes and other specification, including quality of works, verification and checking whether the works has been executed as per the implementation schedule laid down in the DPR/estimates.

NEDFi will further examined the reasons, incase of any deviation is found in the execution of the projects from its projected plans.

The source has also stated that incase of delay in the execution of works and overrunning of cost, the corporation will chip in to examine the reasons and check whether it could be avoided at all.

The MoU has further provided the corporation with the power to examine whether the implementation of projects have contributed to economic development of the state.

According to the source, other than the outcome aspects of the projects executed, identification of any possible constraints if any in its implementation would also come under the purview of the MoU with NEDFi to be held accountable for fixing responsibilities, and making recommendations to fix the problems.

With the signing of the MoU, the state government has in the meantime informed all head of departments to extend their full cooperation to the NEDFi officials and provide all available information to them and to accompany them in their field visits to the project sites.

Meanwhile, the current projects undertaken in the state with SPA funds includes improvement of internal roads of Lamphelpat (SH, SG, WBM, PC & C and drainage works) with an estimated cost of Rs 1,80 crore, construction of bore cast in situ piles, RCC, CC retaining wall and earth works along Thoubal River, LBB at Keibung, Yengkomkhong, Leishangthem PHC, Thoudam Mamang, and construction of bore cast in situ piles and RR retaining wall along Thoubal River at Thoubal Wangmataba and Ningombam with an estimated cost of Rs.4.20 crore, construction of infrastructure for accommodation of VDF personnel at Chini Ingkhol, Ngaikhong Siphai, Mantha Ching, Toubul, Kairenphabi, Thanga Lawai (Bishnupur district) with an estimated cost of Rs.6.80 crore, improvement of Maram-Purul road with an estimated cost of Rs.2.80 crore, improvement of Chandrakhong-Kasom Khullen road and improvement of Mahadev to Sanakeithel road with an estimated cost of Rs.4.80 crore, up-gradation of infrastructures of Tamenglong Higher Secondary school with an estimated cost of Rs.3 crore.

Further the projects undertaken in the state currently under the NLCPR include construction of bridge at Lamlong with an estimated cost of Rs.4.45 crore, installation of 2×5 MVA SS KV sub-station at Moreh with an estimated cost of Rs.4.60 crore and augmentation of water supply for Churachandpur Zone – I (2.848 MLD) with an estimated cost of Rs.14.17 crore will be covered under the purview of the MoU, the source added.
