Alleged Haraoching encounter attracts magisterial enquiry

IMPHAL, Aug 6: A magisterial enquiry has been constituted in connection with the death of three persons in an alleged encounter on April 2 this year, with personnel of 4 Assam Rifles at Tingri Haraoching village under Sekmai police station.

The three dead individuals have been identified as Md Ramesh, Md Nasir alias Isri and Lairenjam Meino.

According to an official source, constitution of the said magisterial enquiry was made by the state government after receiving an official directive from the National Human Rights Commission recently on July 28 last month to conduct the magisterial enquiry into the said incident by an executive magistrate of Imphal West.

In the meantime, in response to the official intimation of the NHRC, sub-divisional magistrate, Lamsang of Imphal West district, Dr. Nivedita Lairenlakpam has been appointed to conduct the aforesaid enquiry at the court room of the sub-divisional magistrate, Lamsang, Imphal West district, the source added.

On the other hand, in a separate official notification issued by the sub-divisional magistrate, Lamsang mentioned that the main purpose of the enquiry is to find out the facts and circumstances leading to the incident, analysis of the facts and circumstances, findings based on the fact and circumstances and analysis thereof and recommendations to prevent recurrence of such incidents in the future, as result any persons who are willing to give oral evidence or produce any material  documents before the enquiry officer in connection with the aforesaid enquiry are requested to submit his/her particulars in plain paper addressed to her office at Lamsang on or before August 10, the official notification added.
