IMPHAL, Aug 26: A private member’s resolution raised by senior opposition MLA O Joy for the constitution of District Re-organisation Commission of Manipur in view of an efficient administration of the state was passed by the House today after a brief discussion.
Another private member’s resolution raised by MLA N Mangi and other members from both ruling and opposition benches in the house today could not be passed as the resolution was withdrawn by the movers in the house following an ultimate request from the leader of the house chief minister O Ibobi Singh after a threadbare discussion on the issue on the floor of the house this afternoon.
Chief minister while responding to the suggestion made by different members on the comments made by the various members of house supporting the private members’ resolution raised by the MLA, N Mangi for the introduction of the Inner Line Permit System in the state in the house, he appeal the members in the house that, the re-imposition of inner line permit system in the state is under the purview of the state government, and there is need of technical approach from the state government to the centre which state government is need to prepare.
Chief minister further said, state government is not neglecting the arising problems which seems to be created by the increasing influx and migrations from both neighboring countries and other states, even though state need a technical presentation for preventing such trend to the centre, and it would very hasty to take decision for the introduction of inner line permit system.
He also mentioned that, the report of possible influx of foreigners inhabited at Jiribam and Moreh and in Ukhrul bordering Myanmar have been verbally reportedly but there was no official figure or written report of migrations or influx of foreigners in these areas so far.
Chief minister further assured in the house today, the matter has been seriously noted by the state government and state government will definitely take a concrete decision through its cabinet meeting for the promulgation of certain restriction of outsiders into the state as per the provided Articles of Constitution of India for the safeguard and protections of degrading indigenous populations of state which have been seriously threaten by the continuous migrations of non locals into the state.
In the meantime, MLA, N Mangi while raising his private members’ resolution mentioned that the indigenous populations of the state have been on serious threat by the continuous accumulation of migrations from different state and influx of the foreigners from neighbouring countries as result demographic imbalances in the state has been predicted officially in the 2001 census of the state.
Further, the discussion which was jointly participated by members from both ruling and opposition benches including MLA Ratan from ruling bench, opposition leader Radhabinod Koijam, senior Opposition leader MLA, O Joy Singh, MLA, RK Anand, MLA, Morung Makunga and they made their similar observation on the immediate need of taking initiative of the state government to prevent the existing trend of dominating the original ethic population by the non locals or migrants in the state which is a serious issue that state government need to be keep priority before it is too late, they added.
However, the very private members’ resolution which was moved officially in the house this afternoon and supported by various members was withdrawn with the request of the chief minister that, the issue need a technical implication which state government will soon take decision in its cabinet meeting on the issue.
