COPTAM submits memorandum to reorganization committee

LAMKA, Sept 14 : In connection with the Hill district boundary issue the Committee on Protection of Tribal Areas Manipur , COPTAM, has submitted a representation to the Committee on Reorganisation of Administration and Police District Boundary operating under the state government in which it urged the government to ensure that the original hill district boundary is restored and then maintained on the basis of village boundary recognised and recorded in the Manipur State Hill Peoples` (Administration ) Regulation 1947

The memorundum signed by its Chairman Letpu Haokip stated the fact that some pockets of the hill areas Manipur are surveyed land is never a valid argument for transfering the said village or areas to to the valley district or con verted them into a revenue district while adding in this connection the Hill Department and the concern hill district  administration are competent authority to deal with matters relating to management and maintenance of land records

Repeated attempts made so as to transfer all surveyed villages /lands to valley district simply exposes the  parochial attitude of some sections of majority community in the state it said  adding the areas/villages that falls within the constituency of hill district MLAs and MDCs should continue to be part of the hill administration

Bifurcation of any part thereof should be done on the basis of the recommendation from concern ADCs with mandatory approval of Hill Areas Committee it said

It further said police administration should never be mixed with the general district administration in the state and such practises has been creating adminstrative  confusion in the past while suggesting that instead of administering pockets of hill districts from adjacent valley district more number of police outpost may be created within the hill areas

It said the publicity handout for submission of complaint and public hearings on the feasibility of Re-Organisation of Adm and Police District Boundaries is in fact too short  for being a public notices and then urged the state maintains that such nature  of sensitive issue should not be carried out in a hasty and double hurry manner

It said the CoPTAM is determined to opposed any decision taken without fulfilling the points mentioned in the interest of tribals of the state
