We wanted to bring forth some area of concern regarding the “Manipur Civil Services Combined Competitive (Preliminary) Examination, 2010” examination held on 11th September 2011. The purpose of writing this mail is not to malign the reputation of the Manipur Public Service Commission (MPSC) but to protect its sanctity and enable it to continuously strengthen itself as an apex Service Commission of Manipur.

The concern being a verbatim replication of twenty four (24) questions in the mentioned examination paper, from a web page/blog which is in public domain. After we checked the blog, we found out that it was published before the examination date. Only question no. 23 from both the blog is not present in the question paper.

All the below questions can only be answered by the Manipur Public Service Commission (MPSC) and we as concerned citizens can only wait in anticipation of hope and justice.

1. Was it purely coincidental or intentional or an oversight?

2. Is the profession and the exam of very low standard to have compromised questions from just one sample quiz of 25 questions? We have heard of few questions coming, in an exam from questions bank of thousand questions may be, but never of this magnitude; 24 questions from a sample of 25 questions.

3. Is there any guarantee that the information regarding the site was kept secret, and no nepotism was practiced?

4. Are there any other similar resource, from where the question paper is replicated?

5. Can the MPSC convince the public that they are still fair and if so, does not this incident unmistakably reveal the casual approach and incompetence of the MPSC?

6. Was there any other agenda that we are not aware of?

This is shared purely on public interests to question the conscience of those who are driven by self motives.

THERE IS NO NEED OF THOSE CONCERN FOR THOSE WHO DO WELL IN THE PRELIMS IF THEY ARE CAPABLE  THEY WILL DO WELL EVEN IF THERE IS RE-EXAM AFTER ALL EXAM IS MEANT TO FIND THE CAPABLE NOT THE LUCKY IT IS A VERY BAD PRECEDENCE TO CONDUCT AN EXAM AND A PITY THAT MPSC CANNOT CONDUCT AN EXAM FREE FROM CONTROVERSY

  2. The result has been declared with the ratio of 1:5 against the notified 1:15.in such a hurry that nobody could pass a legal notice.why did they do that now.was it 1)TO ENSURE THAT THE FORERUNNER OF THE ABOVE CAMPAIGN WOULD NOT BE SELECTED.DISCOURAGING THEM BLAMING MALAFIDE NOTION. 
    2)SO THAT THERE WOULD BA MINIMUM COMPETITION AT THE MAINS
    3)SO THAT THEY COULD HAVE THE WHOLE SELECTION END BEFORE THE END OF THEIR REIGN.
    Are these robbers(MPSC) going to “SELECT THE SHORTLISTED CANDIDATES BY TOSSING A COIN AS IN THE MOVIE SHOLAY,THEY ARE SUCH A FEW THAT EVALUATING THEM WILL BE MORE DIFFICULT.AND CAN YOU ENSURE THAT THERE WILL BE NO COIN WHICH HAS TWO HEADS AS IN THE MOVIE”.
    WILL SOMEBODY STOOD UP AND FIGHT WITHOUT ANY FEAR OF WHAT PEOPLE SAY OR DO.THERE ARE MANY WHO WILL SUPPORT THEM.

    • The transparency, rather the lack of
      it, in the conduct of MPSC notwithstanding….that the number of candidates to
      be shortlisted for “Mains” would be in the ratio of 1:5 is a foregone
      conclusion. Either the “Don” is uncharacteristically ignorant or else living in
      some “Godfather’s Paradise”…whatever. Well,
      tongue-in-cheek, I’ll make an offer which the Godfather can’t refuse…..Hmmm, check

      • Mr Chaoba,would you care to tell me where on earth half a rule (especially of a Gazette viz.2008 whose exam were cancelled) of the “PLAN OF EXAM RULE No.2″(which constitue priority information to candidates) is repealed and the remaining.i.e.ratio of selection is neither clarified or informed of whether they stand to be repealed or remain.My!My!you have taken so hysterically that you forgot to focus on the topic.you react as if you were threatened.and now you show it by taking it out on Al Pacino’s snap.Please do check mpsc website notification updated July 2011.And inform me if you by the minutest chance happens to find any if there were any notification,clarification of the above mentioned rule of the gazette.

      • And please excuse me if you think it is only of their shortcomings.It is not only about the bulk of question that they replicated,but also of the unclarification of the ratio before the PT.Since the rule No.2 of”Plan of Examination” which also constituted ‘the ratio of 1:5’ was repealed,tell me how half of it was not.They shoul have notified about it before the exam clarifying not just about Rule No.2 but also of the whole “PLAN OF EXAMINATION” which they did not.And are all category being represented proportionately,when OBC muslims are just 3.4% of the total selected.And to add the horror,what about Ex-serviceman’s kin,Sports persons etc.I m not threatening you but just telling the plain facts.And if you hate Al Pacino for being my Facebook logo,then you will surely hate more by watching his movies like “And Justice For All” and “Serpico”.

  3. I have a strong suggestion that the MPSC should not conduct any exam. With special regards to all those who have sincerely prepared and given the exam, if MPSC declare the prelims, it should not conduct Mains and Interview anymore. Instead, it should be handed to UPSC and let UPSC conduct remaining exams of Manipur. We can’t believe MPSC anymore.

  4. Who are these fellas who are against re-exam or dissolution?have you guys not learn (not only study) Moral Science in your yesteryears.SHOULD ALL OF US SWALLOW THIS WITH OUR HEAD DUG IN MUD.
       IF IT IS WRONG,BAD AND ILL FOR THE SOCIETY AND THE GENERATIONS TO COME.SHOULD NOT WE STRAIGHTENED IT OUT WHILE WE CAN .TELL ME GUYS:OBSERVING THE TREND IN MPSC.WOULD YOU HOLD YOUR HEAD HIGH IN PRIDE.

  5. Firstly, this signature campaign is only to raise a voice of concern regarding the entire process. In this letter no word such as ‘LEAKED’ has been mentioned and that answer could only be provided by MPSC. And that is what we want from the horses’ mouth- to come out with the truth. Was the appearance of these questions a sheer coincidence or intentional? Again, that answer has to be answered by the MPSC, as saying goes ‘no one is guilty till proven’. Also, to scrap the exam and redo the process all over again, that is for the MPSC to decide that too. However, we have all the right means to express what we feel about any issue, as also guaranteed by the right to freedom of speech and expression to any citizen of this country. When we started this campaign we also thought about those  of us of who have done well, about those of us who were giving it for the last time (due to age), about those of us who left jobs to pursue such career, and many others. But we overlooked all the above as we did want to remain selfish and hence, had to come out from this comfort zone called ‘SELF” for larger good for better tomorrow. Hence this campaign which has started now, and may even become bigger in days to come. We are doing this together for us, for our children, for our gran children so that they do see what we saw in our times. The debate will make more sense when we start doing ‘OUT OF THE BOX THINKING’ rather than remaining fixated in our narrow perceptions of things. U must have done well in the exam which supposedly was very fair (?) but no one is against you. Like the right you have to think for yourself we equally have the right to put across our points, even if it leads to cancellation, re-examination or never a MPSC exam…….We are only raising the consciousness of people , plus trying to provoke conscience of those who are so caught up with only their ulterior motives. Don’t worry this may even be followed by RTI/PIL. Time will only tell. 

  6. THE WAY THEY SET THE QUESTION! Can anybody in their right mind say ‘BETTER THAN U.P.S.C.’?Hey,2 Qs have been replicated from this year’s UPSC prelim?how can a replica be better than the original!!! 12 questions on current affairs replicated from only the August issue of “news and events” magazine(a mag I heard for the first time).23 from the blog and some Qs on history from Pearsons GS manual.40 plus Qs out of 200.and still,one has no idea from where other Qs have been replicated.
    The only visible solution for the moment seem
    1)re-examination,which loss is greater- selection of some unworthy fellas or some incovenience OR
    2)dissolution of MPSC or its present board members,question setter(s) since they reflected irresponsibleness OR
    3)dissolution of Prelim and fresh application  for Prelim and Mains(with Interview) in a short span of time or only Mains and Interview.Well,this seems feasible

The point in consideration now cannot be of sympathizing those who have done well in the exam without the knowledge of any such blogs/ who have spend grands of money booking to and fro flight tickets. Its about being transparent and open in the entire selection process. If the very beginning of it saw something like this, can anyone assure that it would go the right way till the final merit list stage. We needed a change in the state. So why let them be so casual and incompetent in conducting the exam for selecting people on whose hands will lie the future of Manipur. Coming to the question paper part, there is a negligible chance that it could have been a case of coincidence. Take the question in Science. ” Which form of Phosphorus is used in safety metals?”  It should be safety matches. However, the question setter was so careless or naive may be, to have not checked that. So, can that be called a mere coincidence? Not at all. I am sure that there would have been many who would have benefited from this.

    I have done very well in the exam. And i expect a good result. I could have stayed silent. But why should I? We came forward to bring some change. So why let this anomaly escape right in front of our eyes?

I think Raju Athokpam has a very good point, i.e, to allow all those candidates who appeared for prelims to give the mains as the total students who appeared for prelims was a mere 5000 approx. students. The previous one held on 2008 was also cancelled and now….what? It is difficult to go now and then for an exam which has no result.

  9. This is an issue of doubt and fear among those who gave the said exam with genuine efforts and hard work. The usual trend of favoritism and “Buying jobs” in Manipur is the culprit. However, this might be a case of true co-incidence but at the same time the degree of co-incidence requires an investigation into the matter that ll surely be helpful in clearing the minds of all the competitors. I wish, her highness the President of India have time to read this open letter forgetting the delay she made in addressing the much publicized Anti-AFSPA movement.

    Nevertheless, there were 300 questions out of which only these 25 where matching and this shows the remaining 275 questions were drafted in a more accurate manner. The ignorance and the inexperience of the question setter for these 25 questions can be seen clearly and this might be an effect of earlier recruitment that was done on pure nepotism.

    The point to be made here is only few competitors of the exam came up against this suspicious nature of the question. Are the rest making arrangement on how much they would bet for clearing this exam? Like some who replied to this post that it should not be an issue and let the exam go ahead without an investigation, it is quite convincing that many are already in the vicious cycle of fear that the exam might cancelled. It would be a great loss of time, energy and money to those who really worked hard for the exam while to many its just another trend of recruitment in our society – “where there is money there is everything” – Offer a few million rupees to all the minister and you can designate yourself with the post you liked, or prove that you really are capable why not crack the UPSC!

      There are allegations that there are lot more taken from other sources.

    First of all, a candidate appearing in MCS has a view to do something good for the society, and when he sees that something is wrong (replication of questions from blog etc), he should have a moral obligation to make it right.

    When most of the aspirant have booked flight tickets to attend the exam, burnt the midnight oils etc, then why injustice to them? If someone has done good in the exam, does not necessarily meant to accept the muddy water. Having been prepared for UPSC for the last 2 years, I am also confident of my shortlisting for mains paper.

    James: Where has “Questions Leaked” been mentioned in the PR, I can’t find it anywhere.

    A quick critical eye on the question: Number of questions on “Indian National Movement” was approx. 50, this seems politicization of the commission. The questions of the “general science” section was mostly Chemistry. My question is, being a matured PSC, why MPSC is discriminating  students from different streams? It favors students who took history and chemistry (as an example inference from the above facts).

    We can not effort to study for prelims all over again, we can not effort the flight tickets twice. We also did not want to compromise the incompetence of MPSC. Now what? One thing could be: Let the prelims be dissolve, and let everyone who had appear for prelims allow to appear for mains. I hope it is doable, because it was roughly (as I heard of it) 5K candidates. UPSC conducts prelims as they cannot handle millions of students.

    If we buttoned our lips and let the muddy trend hitherto continue; our younger generation will face the same problem. Let the ‘fairness’ prevail.

In my opinion, it could have been a simple case of coincidence, if based on this the examination is cancelled, it will be unfair for those, they did well in exam without any knowledge of such blogs. I think, i should not be made an issue to spoil the image of commission. However, in future question setting may be strengthened.

  12.  On the issue of
    Reservation for the Handicapped the 2008 exams were cancelled and now this
    signature campaign. If this exam too stands cancelled I wonder when the Next
    Prelims will be held… May be in 2013, 5 years after the Original Advt came out
    in 2008. I hold no brief for the MPSC but lets not blow things out of
    proportion with Headings like “Questions Leaked” etc.  Those  of
    us who saw the Qs in cbseadda blog etc stumbled upon it when checking Answers
    to the Questions. It was a case of LAZY QUESTION  SETTING  and nothing else. Without any supporting
    evidence of gross violation of norms or malafide intent , to cancel the entire
    exam solely based on evidence that it was lifted from somewhere would be a travesty
    of justice for those who who did well in the exam. After all Questions  will be asked from some sources,  there is no bar whatsoever of asking Qs from
    source A or source B  provided they fall within
    the syllabus. So this HUE and CRY seems rather exaggerated and misplaced to me.

  13. the question ask in upsc 2011 were mainly current affair and it is not neccessary that  MPSC will ask mainly frm current affair according to me mpsc question set quit nice all within the syallabus,also the question in science were very basic ,please let MPSC RESULT OUT PRELIM EXAM SOON let the method of taking question be not repeated next time
