IMPHAL, Sept 9: The implementation of various projects and schemes in the state under the funding of North Eastern Council (NEC) is likely to be affected after the departments concerned of the state fail to submit the utilization certificate as well as detailed project report (DPR) for the projects.
According to an official source, the state government is currently undertaking various projects and schemes under NEC for which Rs.17.20 crore was released during 2009-10 financial year and Rs.14.87 crore has been utilized out of the sanctioned amount.
Besides, Rs.48.58 crore has been sanctioned during 2010-11 out of which Rs.26.43 crore has been utilized. There has been an unspent amount of Rs.41.08 crore including Rs.36.78 crore released during March this year.
Notably, NEC has also released Rs.16.12 crore for the current financial year 2010-11.
Unfortunately, there has been report of no expenditure against Rs.16.12 crore released to the state under the NEC for the implementation of various priority projects and schemes for the current financial year.
The official source further mentioned that the NEC has provided assistance to the state government for the implementation of 42 schemes during the 11th Plan of NEC out of which only eight schemes have been completed, 34 schemes are at different stages of progress.
In the meantime, Rs.58.05 crore required for the completion of on-going projects during the financial year 2010-11 in the state is likely to be delayed due to the failure of the departments concerned to submit the utilization certificate, the source added.
It has been officially informed that, NEC has released total of Rs.4858.32 lakh for the implementation of various projects under power, PWD, health, HRD, education, youth affairs’ and sports, tourism, industries, IFCD & WSM, development seminar, horticulture and agriculture for the current financial.
As per the official record, Rs.2643.26 lakh has been utilized till date.
