Purchase of departmental vehicles to be made under DGC&D approved rates

IMPHAL, November 1: The state government has recently decided that all proposals for purchase of vehicles for government departments/offices should be on the approved Directorate General of Supplies & Disposals contract rates.

An official source has stated that the state government had observed that most cases of purchase of vehicles by various government departments have been made outside the DGS&D approved rate, which has resulted in higher expenditure as DGS&D approved rates are substantially lower than the rates quoted by the authorized dealers of the vehicles.

The source further stated that during purchase of vehicles, the department concerned in the memorandum for economy board for the proposed purchases should inter alia indicate the purchase of the vehicles at DGC&D approved rates and a copy of the relevant DGS&D rate contract should also be placed in the relevant file along with the memorandum for economy board.

The source has further informed that if there are more than one variant of a particular vehicle, the department concerned should proposed the variant for which the DGS&D rate exists.

Whenever purchases are proposed outside DGS&D approved rates, such proposal should be supported by justification stating clearly why the same purpose cannot be served by a vehicle/model/variant available under the DGS&D rate contract and that it should be supported through a certificate to the effect that a vehicle proposed for purchase is not within the DGS&D approved rates, the source added.
