IMPHAL, November 6: In view of maintaining proper law and order situation in the state, the state government has decided to maintain district unit police commando force in four hill districts of the state.
In this connection, state government has decided for the recruitment of 1000 police commandos at the rate of 100 personnel of Churachandpur, Chandel, Ukhrul, Senapati and Tamenglong and additional of 150 personnel each of Imphal west and Thoubal district.
According to an official source, at present 1600 commandos in four valley districts of Imphal West, Imphal East, Thoubal and Bishnupur are utilized for an effective maintenance of law and order duties.
The source further mentioned that considering the effectiveness of handling law and order situation by the state security forces, the state home department has recently made an official proposal of the state government for the recruitment of additional 1000 commandos for the state in order to have commando operational unit in each of the hill district police stations.
The matter has been officially considered by the state government as the police department has worked out the annual financial implications of creating 1000 police commandos at Rs. 22,58,40,191 including extra pay per entitlement.
The official source further mentioned that considering the need of adequate manpower in the state police department to handle the existing law and order situation of the state, the department with the clearance from the state government has continued the recruitment of the manpower in spite of the ban by taking priority by the state government.
Over the last few years, there has been considerable increase the manpower of state police department. As of now 15,377 security personnel have been recruited since 2007 besides 10,050 VDF personnel despite of the ban on recruitment.
It is also officially mentioned that as on January 1 by the beginning of this year, the total sanctioned post of the state police department is 33,503 and the actual men in position is 24,618. Earlier manpower was drawn from the police/MR/IRB to be utilized as police commandos till the creation of 1600 posts of police commandos.
In the meantime, the proposal of the police department has been considered by the state finance department which is having financial implications under non-plan would be Rs. 22.58 crore annually.
The state finance department, while giving their approval to the proposal for the recruitment of 1000 commandos, stated that the 13th finance commission mainly recommends the quantum of non-plan transfers to the state has normatively assessed the state’s total non-plan revenue expenditure for 2011-12 at Rs. 2519 crore which includes assessed salary expenditure of Rs. 1268 crore.
To finance the expenditure for the recruitment of commandos, the commission has recommended devolution of resources to the tune of Rs. 2184 crore (state’s share in central taxes plus non-plan revenue deficit grant) during this financial year which will assume that raise its own revenue receipts of Rs. 336 crore during current financial year.
The official source further mentioned that the state government’s projected non-plan expenditure (NPRE) for the purpose of recruitment of commandos is around Rs.3500 crore including projected salary expenditure of around Rs.2000 crore annually which is around Rs. 900 crore in excess of the assessment made by the 13th finance commission.
The increased expenditure would leave an uplifted gap of Rs.950 crore on the non-plan account of the state during the current year.
With this clarification from the state finance department, the general administrative department and department of personnel have given their clearance for the creation of posts of 1000 police commandos.
