GHC stays primary teachers` recruitment

IMPHAL, April 2: The Gauhati High Court in a directive passed today by Justice TNK Singh and Justice SC Das issued a stay order on the government to halt the recruitment of primary teachers.

Writ petition (C) number 149 of 2012 filed by Taiyenjam Herojit and 55 others praying the court to quash relevant portions of the Rule 7 of the state government recruitment rules and to consider the eligible candidates having the desired qualification to be given appointment to the available post and thereafter to appoint the candidates with the relaxed qualifications afterwards was heard by the court today.

The petition also prayed to direct an inquiry in the selection process by an independent body, namely the CBI.

Further, against the state government and the private respondents numbering 1,497 (selected candidates), the writ petition urges the court to issue an interim order to stay the final selection list announced on February 28 last.

Following the proceedings of the GHC double bench, the judges were of the view that “similar interim order is called for in the present writ petition, accordingly, as an interim measure, it is provided that operation of the selected list for the post of Primary Teachers under the SSA at Annexure-2 (primary teachers) of the notification dated 28 February, 2012 shall remain suspended”, the order reads.

After issuing the interim order, the case is again listed on April 27. A similar stay order was passed at the same court regarding recruitment of upper primary teachers under the Sarva Shiksya Abhiyan Scheme on March 5 last.

It may be mentioned that, the state government cannot issue appointment letters to the recruited teachers until the final judgment of the court.

Several discrepancies were alleged in the result of the primary (class 1 to V) and upper primary (class VI to VIII)        teachers.
