URF imposes `ordinance` on foreigners

IMPHAL, April 11: The proscribed United Revolutionary Front, URF has announced an `ordinance` on all non-locals living in Manipur as part of its economic policy for the indigenous people recently taken up by the militant outfit.

The front has announced a 15- point ordinance as the first phase, a statement signed by URF information and publicity secretary, AK Pibarel said.

Every possible step will be taken up against the non-locals in Manipur under the ordinance.

According to the ordinance, the URF will impose a monthly tax on all the non-indigenous people without considering the period of their settlement in Manipur. Besides, different types of tax will be collected from the non-locals if he or she resides on own land by identifying whether the land is located within the urban or rural area. In case, the non-locals stays in a rented accommodation, the house owner should collect the tax and pay it to the URF, stated the release.

The ordinance further stated that non-locals who are in doing business will be imposed with different kinds of tax according to the kind of profit they earned from their businesses.

The non-locals residing in Manipur are not allowed to purchase further land and that they should carry their business at specific areas without mingling with the indigenous people, the ordinance further added.

It added, non-locals are banned from establishing school and colleges, building houses, running shops, working, selling of goods, working as cobblers and washing of cloths in locality areas.

The ordinance further imposed a ban on further intrusion of non-locals in Manipur and secretly bringing them in the state by drivers without taking prior permission from URF.

Stating that the non-locals should respect the culture of Manipur, URF further said, though the ordinance bans on intermarriage between non-locals and local women, a firm decision in this regard would be announced after seeking opinion from the public.

URF also appealed the people to extend support to the ordinance imposed by the outfit and warned that stringent action will be initiated against those who try to stand against it.
