Government of India and ULFA held talks at New Delhi

A tripartite meeting involving the representatives of Government of Assam, and ULFA was held on 29.06.2012 under the Chairmanship of Union Home Secretary (Sh. R.K.Singh) at New Delhi to discuss demands submitted by ULFA. ULFA delegation was led by Shri Arabinda Rajkhowa (Chairman, ULFA). Sh. P.C. Haldar Government of India Representative for Peace Talks, Joint Secretary, North East (Sh. Shambhu Singh) MHA, Principal Secretary, Home (Shri Sailesh), Government of Assam and Additional DGP (Sh. K. Sharma), Assam were also present.

ULFA representatives requested the Union Home Secretary to enhance relief and rescue operations for the people affected by the current flood in Assam. Union Home Secretary stated that he is constantly in touch with the State Government Officials including Chief Secretary, Assam monitoring the relief and rescue operations. He mentioned that 16 NDRF Teams have already been put in place for relief and rescue operations. Air Force is also assisting the State Government in rescue operations. Helicopters have been stationed in various points in Assam. He added that the situation in Assam is being reviewed by him regularly on hour to hour basis. Member NDMA is visiting tomorrow to review the position. Home Secretary assured that all possible assistance will be provided to the State Government in this regard.

ULFA representatives requested that steps need to be taken by the State Government for effective functioning of Panchayati Raj system in the State, additional measures also need to be taken for effective guarding of Indo-Bangladesh Border to check illegal infiltration from across the border. In order to ensure speedier socio-economic and educational development, including road infrastructure, ULFA leaders requested that Government may provide all possible support to the State Government.

Union Home Secretary reviewed the progress made in talks between Government of India representative for talks (Sh. P. C Haldar) and ULFA leaders on their demands. It has been decided that GOI rep will workout modalities on various important issues raised by the ULFA leaders and would also suggest road map for its implementation. Union Home Secretary stated that he would review the progress of talks with ULFA regularly.
