No scope for new posts: CM

IMPHAL, July 3: The Chief Minister stated that there is no scope for creation of new posts and generating employment as the financial situation of the state is still in a precarious situation.

He was replying to a general budget discussion today.

Taking part in the discussion Leader of the opposition and Trinamool MLA Dr Ibohalbi said that the budget is not youth friendly and the lack of employment avenues is one of the major cause for youths joining the insurgency movement.

The state government should focus on human resource development and the budget is seemingly a hazardous one. He also asked the Chief Minister why 22 % of the plan funds have been deposited at the Planning Department.

Replying to the query Chief Minister Ibobi Singh said that with the 6th Pay Commission in effect, the salaries of the government employees and pensioners have tripled and the resources from the Non Plan fund is affected. Even more than 10,000 VDF personnel have been recruited and their salary amounts to Rs 40 crore per annum.

Mentioning that the Centre do not add funds for the developmental projects unless the utilization certificates are given, he stated that money has been allocated to the Planning Department to augment the finances transactions.

He stated that the main focus will be given to road communication and focus on the PMGSY scheme.

The Chief Minister said that his government is still struggling to pay its employees and the law and order situation deters other private companies from investing in the state.

Adding that many schemes were provided for self employment, he said that the sanctioned grants and loans have not been repaid by the loanee.
