SHS clarifies on salary structure issue

IMPHAL, July 6: A release of State Health Society, Manipur has clarified on the news item regarding the salary structure of contractual staffs under NRHM.  

According to the release, the salary paid to staffs is as approved by Ministry of Health & Family Welfare, Government of India. For the year 2012-13, the Ministry has decided to release salary at the rate of approved in 2011-12. Hence, there is no change in salary structure since 2011-2012.

As the salary approved by Ministry of Health & Family Welfare, Government of India for NRHM contractual staffs is higher than the fixed pay prescribed by Finance Department (PIC) of the State Government, the balance of remuneration (i.e. difference between GOI approved rate and FD/PIC basic pay) is paid to staffs as Performance Based Honorarium (PBH). Hence, as has been misrepresented by certain vested interests, the PBH is not a prospective calculation over fixed pay but is simply a residual nomenclature to accommodate consolidated salary for the staffs, it said.

It has further continued that the State Health Society, NRHM, Manipur is committed to improve health care delivery by improving performance and discipline in the staffs posted under NRHM at all levels.

Out of 420 sub-centres in the state, not a single sub-centre is functional as delivery point despite posting of staffs under Health, Family Welfare Department and NRHM in these health facilities. Of the 85 Primary Health Centres (PHCs) in the state, only around eight were functional as 24 X 7 PHCs till October, 2011. Due to sustained efforts over last six months, 23 PHCs are now providing round the clock services. Consideration of increase in salary will be feasible at the Government of India Level if peripheral service delivery were to improve to a minimum.

SHS has appealed to all its staffs and public in general to guard against misrepresentation of facts and deliberate attempt to malign the image of NRHM programme.
