NIA files charges two KCP factions

IMPHAL, January 4: The National Investigation Agency, NIA has filed a charge sheet before the Special Court NIA at Guwahati on December 12, 2012 against three leaders of two different factions of the KCP.

According to a press statement of the NIA, “The National Investigation Agency had filed a charge sheet before the Special Court NIA at Guwahati, Assam in the NIA Crime No RC-03/2011/NIA-GUW under Sections 120B, 121, 121A, 420, 468 & 471 of  Indian Penal Code & Sections10, 13,  17, 18, 18A, 20 , 38(2) & 39(2) of Unlawful Activities (Prevention) Act, 1967 against three accused persons identified as Khwairakpam Gopendro Singh alias Lanheiba Meitei alias Lalheiba alias Khellen alias Brojen; Yumlembam Ingo Singh alias Sanatomba Singh and N Priyo Kumar Singh alias Kesho Meitei, all belonging to Kangleipak Communist Party (KCP)”.

It continued, “Whereas accused Gopendro Singh, was the chief of KCP (MC) at the time of arrest, N Priyo Kumar Singh alias Kesho Meitei was the Chief of KCP (MTF) and Yumlembam Ingo Singh alias Sanatomba his close aid in KCP (MTF)”.

“Both these organizations are banned under section 35 of the Unlawful Activities (prevention) Act by Central Govt., as terrorist organizations”, it said.

“All the accused have been charged for entering into a criminal conspiracy of waging war against India by recruiting cadres and organizing training camps and involved in various terrorist acts such as explosion, extortion, kidnapping, murder and grenade throwing etc in different parts of Manipur, through their respective organizations.”

“KCP(MC) under the guidance of Gopendra Singh was responsible for certain major incidents of violence like attack and killing of Indian security forces and government officials, bomb blasts in public places, violent attack in Governor House of Manipur etc. Gopendra Singh was imparting arms training of his cadres and inciting them against India.”          

“The KCP (MTF) under the direction of N Priyo Kumar alias Kesho Meitei as the commander was responsible for causing a large number of incidents related to  kidnapping for ransom including the kidnapping of Dr Manglem, Director of MANIREDA; large scale extortion from government departments in Manipur upto almost Rs two crores an year; grenade throwing and  killing of innocents in Manipur etc”.

He was arrested from border town of Siliguri in July, 2012 and during investigation it has been revealed that he was running his terror and extortion network from the Indo Nepal border, having set up bases in Nepal too, the statement said.

“Accused Y Ingo Singh worked under the command of N Priyo Kumar alias Kesho Meitei and he was assigned the task to collect the extortion money from different Departments of Government of Manipur and to deposit the same in the account of accused N Priyo Kumar through a network of internet banking transfer agents in Imphal”, it said.

“In furtherance of the said conspiracy the accused persons had also managed to establish fake identities, through driving licenses, PAN cards and EPIC’s, to further the activities of banned terrorist organization KCP (MTF)”, the NIA statement said. It continued that the investigations by National Investigation Agency in the instant case shall continue to unearth other aspects and accused involved in the terrorist network.
