IMPHAL, April 19: A press release from the International Peace And Social Advancement (IPSA) has said that a `Dark Day` observation will be held in connection with the day on which the flag embossed with `Pakhangba` was replaced by the Union Jack on April 27, 1891. It has further appealed to all concerned not to to call general strike, bandh etc on the occasion of the 15th Dark Day Observation Day to be held at MDU hall on April 27 at 9.30 a.m.
