ATSUM charter of demands and agitations progress

Having turned a deaf ear to the cries of the long pending legitimate demands of the All Tribal Students ’Manipur (ATSUM) by the Government of Manipur, the Union is compelled to launch an intense agitation for 38 hours w.e.f. 5.am of June 3, 2013 to 7.pm of 4th June 2013 followed by a sustained agitation for 38 days under the code name (ROTO) Reckoning of the others in protest against the indifferent attitude of the GoM.

Keeping in mind the unstable social milieu on communal line and suppression of inherent Rights of the Tribal, the Union has been steadfastly spearheading tribal movement as a measure to bring peace, harmony, progress and inclusive development of all communities living in the state. We vehemently detest the culture of bandh, blockade of Highways and other violence means of agitation as it is an infliction to us all. As however, we are compelled to communicate in a dialect that could be heard by those at the helms of affairs. With no response from the Govt. With the above series of agitations The ATSUM add up the actions to stop the construction work of NF Railway construction indefinitely, that is taken up between Tupul- Jiribam. From the midnight of 7th June 2013 until and unless the Manipur State Govt. concede to the genuine demands of ATSUM.

The constructions work of NF-Raiways from Tupul- Jiribam is completely stop now.

CHARTER OF DEMANDS:
1. Education:
(a) Appointment of adequate teaching and non-teaching staff in the Hill areas.

(b) Development of Infrastructures to School in the Hill areas.

(c) Setting up of B.ED centres in the Hills.

(d) IGNTU-Issues

2. Health:
(a) To make all PHSC, PHC, CHC and DHC functional.
(b) Proper Equipments with required specialist Doctors and Nurses in all the
District Hospitals of the Hill.
(c) Reservation of ST Quota for different grades of posts in JNIMS.

3. Separate State Commission for ST Under article 338- A of the Indian Constitution.
The National commission for Scheduled tribes which came into force on19th February, 2004 has failed to provide adequate services to the State of Manipur as it is based on a distant centre in Shillong. Hence, the ST of Manipur deserves to have a separate commission for ST in Manipur under Article 338-A of the Indian Constitution to usher in all round development.
4. Adherence to ST reservation norms as per the latest roster
(a). To strictly maintain the reservation Norms of ST.
(b). for encouraging equitable development through Grand in Aid/ Special Package
for the Hill Areas of Manipur.
(c). Rectification of the order no. 3/8/2008-Jr, (MCS) DP Dated 7th Dec’2012.
(d). Filling of backlog posts in every Department by a special recruitment drive for ST.

5. Effective Governance of the hills.
To implement proper functioning of the Hill Area Committee and requiring the Governor of Manipur to discharge his special responsibilities under Article 371-C of the constitution of India.

6. Unbiased promotion in Government services i.e. both centres and
State services. (IAS/MCS/IPS/MPS/Jr. MCS & in all other grades.

7. Tribal rights on Land and Natural Resources.
* Protection of the Rights of the Indigenous Tribal peoples over the Land, Forest and * Management of Natural resources in the Hill Areas of Manipur.

8. Protest against deletion of Additional English in lieu of MIL for un-recognised Tribes in the new scheme of study in class-IX from the Academic
session 2014-2015 and in class –X the next year under BOSEM.

9. Appointment of Tribal Women as Chairperson of Manipur Women Commission.
