Second day Assembly session ends with stern instruction for Chief Secretary from Speaker

 IMPHAL, June 11: The Manipur Legislative Assembly Speaker Thockchom Lokeshwar Singh has instructed DS Poonia, state Chief Secretary towards the close of the evening section of the second day sitting of the 5th session of the 10th Manipur Legislative Assembly that he and his officials should attend the Assembly Session of the House.

As usual, the second day sitting also began at 11 am with Speaker Th Lokeshwar Singh taking the chair.

Soon after today’s sitting began, the House took up the Questions and Answers business.

Four MLAs of ruling and opposition parties put questions to Minister I Hemochandra Singh today. The MLAs were MLA Th Shyamkumar Singh of Andro constituency, MLA P Brojen Singh of Wangjing Tentha constituency, MLA Dr Ng. Bijoy Singh of Khurai Constituency and MLA Khumukcham Joy Kishan Singh of Thangmeiband constituency.

The Chief Minister Okram Ibobi Singh who is also the leader of the House had also tabled two reports before the House after the Questions and Answers session concluded. The CM tabled the report of the Comptroller and Auditor General of India on state finances for the year which ended March 31, 2012 and the report of the Comptroller and Auditor General of India for the year which ended March 31, 2012 (Report No 1 of 2013).

Later, the Deputy Chief Minister Gaikhangam tabled the annual report of the State Vigilance Commission for the year 2012 in the house.

MLA Th Shyamkumar Singh of the All India Trinamool Congress (AITC) and MLA Dr I Ibohanbi Singh, the opposition leader of the House also introduced a Calling Attention Motion each.

Th Shyamkumar Singh called the attention of the state Health Minister on the matter that Rabi school of Nursing located at Ghari had issued unrecognised certificates to its students while the opposition leader Dr I Ibohanbi Singh called the attention of the Social Welfare Minister on the failure to transfer monthly honorarium of beneficiaries of old age pension to their personal bank accounts through e-banking.

MLA Dr I Ibohanbi Singh called the attention of the leader of the House CM O Ibobi Singh through the Speaker that the state Chief Secretary, department Secretaries and Commissioners have failed to attend the sitting during the discussion on Governor’s Address.

The Speaker presiding over the House took the remark made by the opposition leader seriously and instructed Chief Secretary DS Poonia and other officials to attend the sitting during the evening segment of the sitting today.

Later, the Speaker adjourned the sitting of the house till 11: 30 a.m. tomorrow as there was no more business of the House today.
