Authorities order disposal of dead body

IMPHAL, July 23: The District Magistrate, Thoubal District has today granted the permission to dispose off a dead body of a man who was found with bullet injuries on July 18 from infront of M/S Oil Pump, Kakching Lamkhai which according to the police is unclaimed and unidentified.

According to an official statement, “the Officer-in-Charge, Kakching Police Station, Thoubal District, Manipur IO of the case under FIR No. 90(7) 2013 KCG-PS u/s  142/ 143/ 144/ 147/ 148/ 149/ 150/ 151/ 152/ 307/ 302/ 188/ 511 IPC and 25(1-C) A  Act has prayed for disposal of the dead body of the unclaimed/unidentified dead body which is now lying at JNIMS Morgue, Porompat.”

“It was stated that in the police report that on 18-7-2013 at 11.30 p.m. a suo motto case was registered on receipt of a reliable information that on the same day at about 8:30 pm, one Md Sahabuddin (64), son of (L) Md Leihaluddin of Sora Mamang Leikai was reportedly kidnapped forcibly by five-six unknown armed youths of Laiching Minou village, coming on three bikes and took him upto Tuishimi village,” the statement said.

“On the way, the victim shouted to save his life. On hearing the voice of Md Sahabuddin, the villagers of Sora village numbering about 150 villagers ordered to save the life of Md Shahabuddin by holding armed weapons and they allegedly approached towards the way to Tuisimi and Kakching Lamkhai,” it said.

“Both the parties allegedly started firing to defend themselves,” it said.

“In the meantime, police and CDO/Thoubal rushed to the spot and found the situation very serious and also heard discriminate firing sound between the parties,” the statement said.

“In order to disperse the mob, the police party fired some rounds in the air to control the mob at about 9:30 pm and on searching by the police personnel, one male with bullet injury was found lying in the front of M/S. Oil Pump Kakching Lamkhai,” it said.

“Immediately, the injured victim was brought/rushed to Jivan Hospital. Kakching Lamkhai for treatment but he succumbed to his injury at the hospital at about 11.45 p.m. of 18-7-2013. Hence the case was registered and investigated into,” it said.

“During the investigation of the case, the dead body was kept at Mortuary, JNIMS, Hospital, Porompat. Necessary inquest and Post Mortem examination was done by the concerned Executive Magistrate and concerned Police Officers,” it said.

“All efforts were taken up by the police by announcing in the AIR as news item and publication in local dailies to establish the identity of the dead body with a request to claim the dead body on or before July 22. However, no one has come forward to claim and identify the dead body. But, it has remained unidentified & unclaimed till date,” it said.

The District Magistrate of Thoubal District has allowed disposal of the unclaimed/unidentified dead body mentioned above after 1:00 pm of July 23 with a direction to hand over the unidentified decomposed dead body to Imphal Municipal Council for performing the last rites as per the customary law.

Further, it is also ordered that the requisite materials will be provided by the Office-in-Charge, Kakching Police Station.

Meanwhile, an official statement of the District Magistrate, Thoubal dated July 22 has informed that 144 CrPC has been imposed in Thoubal district with effect from 10:30 am of July 22.
