NHRC statement on fake encounter made after imprecise consideration: RPF

IMPHAL, November 20: Reacting to a statement of the National Human Rights Commission on fake encounters, the Revolutionary People’s Front has in a statement observed that the statement seemed to be made after a imprecise consideration of the situation from the 1990’s to today and seemed to have intentionally left out the period from the 1980’s to 1990’s

The outfit’s statement observed that the National Human Rights Commission has said that most fake encounters in Manipur are carried out by the state police and not by the Indian Army.

In the press statement, the proscribed outfit has said that in its bid to suppress the revolutionary movement, the Ministry of Defense and Home has been utilizing not only its army but various paramilitary forces, central police forces and state security forces in conducting Counter Insurgency Operations in Manipur.

The CI-ops are strengthened further with AFSPA and the Disturbed Area imposition, said the statement.

The RFP has also observed that several countries have not only lamented the human rights violation in Manipur but have also demanded the repeal of AFSPA.

Citing several incidents of human rights violation in Manipur it said on April 26, 1980, the Central Reserve Police Force had shot dead four persons at Patsoi Langjing; on March 14, 1984 the CRPF had mowed down 13 persons and injured 31 who were watching a volley ball match at Heirangoithong with machine gun firing; on July 11, 1987, Major General Kuketri led the Assam Rifles to conduct “Operation: Blue Bird” at Senapati district and assaulted several villagers; on January 7, 1995, the CRPF had killed seven individuals at the RIMS compound.

It continued, on September 3, 1999, the CRPF had killed ten individuals at Tonsen Lamkhai; on November 2, 2000, the 8th Bn Assam Rifles had killed 11 individuals at Malom which resulted in Irom Chanu Sharmila’s fast onto death demanding repeal of AFSPA; on July 11, 2004, 17th Assam Rifles had after arresting Thangjam Manorama from her residence gang raped her before killing her, which resulted in several women of the state protesting naked in front of the Kangla Assam Rifles gate.

In all the above mentioned incidents there were no instances of the involvement of the state police force in human rights violation, extra judicial killing or fake encounter, the RPF statement claimed.

According to reports of human rights groups based in Manipur which are submitted to the United Nations, since the imposition of the AFSPA in Manipur, security forces have killed 8983 with 1528 killed in fake encounters.

It continued that the NHRC’s statement seemed to be made after a imprecise consideration of the situation from the 1990’s to today and seemed to have intentionally left out the period from the 1980’s to 1990’s, it continued.
