`Census backbone in framing policy`

IMPHAL, December 23: Deputy Chief Minister, Gaikhangam today distributed awards to district and sub-divisional administrators for their outstanding performances in completing the census 2011 operation across the state, at a function at the Classic Hotel, North AOC.

The deputy Chief Minister, was the chief guest of the award distribution ceremony while Chief Secretary of Manipur, PC Lawmkunga, attended as function president and principal secretary home Dr J Suresh Babu, and director of census operation, Y Thamkishore, were the guests of honour.

Delivering his speech, Gaikhangam opined that census is the “backbone” in framing policy or planning for better governance. However, the public are unfortunately ignorant when it comes to the role of census, said Gaikhangam.

Observing that the opinion on the census is not consensus, he maintained that there is a communication gap between officials (census operators) and public especially in hills.

In order to close the gap a constant awareness programme must be conducted, he said while appealing to the public to extend their co-operation considering the importance of census.

Lawmkunga while terming the census operation as a big exercise, claimed that the census of 2011 was a grand success.

Attributing the success to co-operation and co-ordination of the officials appealed the public to be aware of the importance of census.

Meanwhile, a data dissemination workshop on “Primary Census Abstract of Census 2011” was also organised at Classic Hotel this afternoon around 1:30 pm.

The workshop was attended by Balwant Rai, Deputy Director of Census Operations, Manipur; Dr N Roshini Kumar, Deputy Director of Census Operations, Manipur; Dr Kh Sumati Devi, Senior Consultant, DCO, Manipur; Dr M Manimohan Meitei, Senior Geographer, DCO, Manipur; Dr N Sanajaoba, Compiler, DCO Manipur and Dr TH Amumacha Singh, Senior Consultant, DCO Manipur.
