IMPHAL, February 27: The person directly involved in the assassination of Haobijam Manisana, vice president of MPP on November 13, 2013 at Changangei, Tiddim road has been arrested by police and other involved persons will be arrested soon, Gaikhangam mentioned at the Assembly floor today.
The Deputy Chief Minister was replying to the calling attention motion raised by opposition leader, Dr I Ibohabi Singh on the increasing law and order problem in the state.
The motion was raised in regard to the incident of Haobisam Manisana’s killing and regarding the February 7 attack to Andro MLA, Th Shyamkumar at Koirangei area by unidentified armed persons.
Minister Gaikhangam in reply said that the investigation of the Manisana case is in speedy process. He said that following the incident, the government is providing security escort to the VIP, VVIPS and other important persons in the state.
Gaikhangam said that the government has provided escort to all 60 MLAs at their residences and during tour programs, additional security escort is provided for safety. He said that every VIP is to give prior information to Home department before leaving the city so that security may sensitize the route.
In Manisana’s case, the state government has instructed every Police Station and superintendent of each district to be on high alert.
Manisana also used to gave information on his movement to concerned police stations,but on that faithful day , the security personnel did not receive prior knowledge of his movement because he had failed to provide so. He might not have been assassinated if prior information was given to the police.
Further, Manipur Police department has taken up a massive investigation regarding the incident and it was known that the KYKL group had threatened him earlier. On November 13 at around 9:20 am he was shot at Changangei from close range.
He further said that in the investigation, the main accused of the incident has been arrested. He is identified as Yumnam Mani ,34, from Thoubal Khong Turen Ahanbi . He is an ex-cadre of KCP and worked under a self styled commander of URF, Heisnam Binodol alias Lemba.
The accused is now in judicial custody and investigation is continuing. Lemba still at large. He further said that the ex-gratia can be claimed if the family initiate the matter to the government. But, till now, no document has been submitted to the government.
Meanwhile, in the case of Andro MLA, Th Shyamkumar incident, the main suspect were assumed to be AR or CRPF personnel or surrendered militants. After investigation but it was none of the mentioned suspects, Gaikhangam said.
He further said that after a few days of the incident on Shyamkumar, IFCD Minister Ngamthang Haokip and Manga Vaiphei had revealed that the incident was mistakenly conducted by some tribals who are not related to any underground elements or Assam Rifles etc.
The minister mentioned further that the perpetrators are identified as Kh Soson Vaiphei and Lalboi Vaiphei, a riflemen of the 2nd Manipur Rifles from Leimakhong Bazar Mission bank. A compromised was reached with MLA Th Shaymkumar and he agreed to withdraw the FIR from the Heingang Police Station, home minister said.
