Imphal, June 14: The Director of Social Welfare and head mistress of Takyel Blind School have been suspended from their posts as disciplinary actions in connection with the recent incident of the alleged rape of a blind girl by the school’s chowkidar.
According to a highly placed source, the state government has taken disciplinary proceedings against L Ibobi, Director of Social Welfare department and the order of his suspension was released by the Deputy Secretary (DP), Government of Manipur.
He was suspended under Rule 10(1) (a) of the CCS (CCA) Rules, 1965 on Saturday.
His suspension order further stated that during the period when the order remains in force, L Ibobi Singh shall be in Imphal and shall not leave Imphal without obtaining permission of the competent authority.
Similarly, the head mistress of Ideal Blind School, Takyelpat , W Binakumari was also suspended from her post, the source added.
Meanwhile, the All Tribal Disabled Union, Manipur has demanded immediate initiation of befitting action against the rape accused Him Bahadur Thapa alias Khansa.
ATDUM president Momo Tatanga told that media that on June 13, a team of the union consisting of five members visited Takyel Blind School at around 4:30 pm where blind girl was allegedly rape by the chowkidar and took some detail report from the school after meeting Principal.
He said that they asked the permission of the head mistress to meet the rape survivor but were denied permission on the ground that without the approval of Director Social Welfare they won’t be allowed to meet her.
The heinous act was committed during broad daylight inside the school campus by the chowkidar, he added.
While inquiring about the negligence of the school authority, head mistress Binodkumari says that the school is maintained under the social welfare department and they lack manpower, staffs and the responsibility of all that is happening inside the school belong to the government.
Tatanga alleged that even normal girls are being torture and allegedly rape often, adding the school is totally defunct and concerned authorities must resign on moral ground.
He further urged for quick actions against the accused and the head mistress of the school, and for a charge sheet against the accused to be framed soon.
