IMPHAL, December 18: The All Tribal Students` Union Manipur (ATSUM) led by Muan Tombing has submitted a memorandum to the Chief Minister of Manipur demanding the regularisation of adhoc teachers before the onset of the academic session 2015-16.

Speaking to media persons at their Nagaram office, Vareiyo Satsang, general secretary of ATSUM, informed that the memorandum was submitted by representatives of the students`™ body led by him this evening.

A copy of the memorandum made available to the media claimed that during a course of an independent survey of teachers-pupils ratio, numbers of Adhoc and part time/contract teachers in every institution, it found that many teachers from the lowest to the highest are exploited in spite of the yeoman service rendered to the state by the so called Adhoc/contract teachers.

It said that considering the plight of the Adhoc teachers who have been rendering their selfless services for more than 15 years or more, the proposal for extension and regularisation of Adhoc appointment was placed before the State Cabinet in its meeting held on July 29, 2013 for conversion of Adhoc employees into regular basis inclusive of Education department.

It pointed out that having constituted a screening committee as a special measure to settle the issues relating to the Adhoc appointments in the Depts of Education (s) Manipur headed by the Director of Education(s) physical verification/screening test had been conducted and the details of the 1,240 Adhoc employees have been furnished to the Principal Secretary Education (s) for appropriate action from the Director Education (s) (vide letter no.12/HC/87/2013- SE(S) dated 3rd August,2013).

Subsequently, it has been clarified by the Director Education (s) that the distinct number of Adhoc teachers as on 3rd August 2013 figured to 333on the basis of their physical appearances in the office of the Education (s).

It continued that Adhoc employees drawn from various departments have been regularised on the basis of the cabinet decision held on July 27, 2013 with the exception of 333 Adhoc teachers who had undergone physical verification leaving behind the most important education sector in abeyance for reason unknown.

Underscoring the universal truth that teachers are the builder of the nation and students are the pillars of tomorrow, it further suggested that one cannot expect a child to grow up in such a way one should grow without being trained and taught.

Similarly, teachers cannot expect children to fair well in examinations without being taught. We have human resources in our state but due to the prevailing sorry state of affairs in the education system, many have been dumped to be perished, further continued the ATSUM.

The slogan of the incumbent Education Minister for “Quality Education and clean examination” is a mere pipe dream for the simple fact that education system specially in Government institutions are not given prime importance due to several factors and thus education System has been belittled for decades, it observed.

It also appealed to the Chief Minister to address the plight of education system in the hill failing which it observed that the rift between the hill and valley will further deepen.
