BJP demands Presidents Rule in State charging financial crisis and complete administrative failure

IMPHAL, February 1: Okram Ibobi led congress government has totally failed both in terms of controlling the law and order situation or checking the financial crisis in the State, and this is the perfect condition for the imposition of President Rule said Thounaujam Chaoba President BJP Manipur Pradesh.

Chaoba stated this during the BJP mega enrolment campaign conducted at Waithou under Khundrakpam AC at the resident of Vice-President BJP Manipur Pradesh Irom Mangiton Singh today.

Chaoba further said that there are three conditions for imposition of President Rule a State. These are the complete breakdown of State government`™s administration, a Constitutional crisis such as no single party is able to come up with a majority in the Assembly to form a government, and financial crisis in a government.

The BJP president said that though Congress party has 49 MLAs out of 60 seats in the Manipur Assembly, he demanded the dissolution of the Congress government on account of the present law and order situation in the state, administration failure in both the Hills and Valley and the acute financial crisis the State is steeped in.

He said the government cannot even utilise 29 percent of the annual allocated budget for the State and alleged that the plan and non-plan allocations both remain underutilised. Furthermore, he added Centrally sponsored schemes implemented in State have also totally failed.

He said now there are only one and half month left for utilised the remaining 71% developmental budget and it would now be impossible to do so.

Another problem is the law and order situation in the state. The government is totally incapable of securing the citizen`s life even in broad daylight, he charged.

Citing example, he said though the Home department has all the manpower, it cannot even secure the Imphal-Moreh and had to resort to deploying paramilitary forces for the job. This as we are witnessing is creating more problems. Ordinary people are now complaining of harrasments.

He said administration in Hill districts has totally failed and no armed policemen are deployed in the Hills areas. Even the native village of Home Minister Khoupum valley has no Police station. In such a situation can the people of Hills feel their lives are secure.

He further charged the Congress of indulging in divide and rule policy among Hills and Valley people.

Instead of spreading out its police force to all parts of the State including the in hills areas, police are now confined only in Imphal city for the safety of those in the government only. Unfortunately even in areas with tightest security covers, bomb continues to go off. In such an atmosphere how can anybody said the law and order situation is under control in the State, Chaoba said.

The condition of roads in the State is abysmal and even at Khoupum, the home constituency of the Home Minister, the roads are deplorable, he said.

Chaoba said that he will be visiting the Tongjel Maril for inspection of road very soon. The government has submitted fake reports to the Central government on the 100 days work guarantee to poor and needy people under NREGS scheme.

The NREGA a national scheme has become one of the dens of corruption for MLAs. Elaborating, he said the government has forcibly made the Zilla Parishads and Pradhans to sign a false report accounting the 100 days work under NREGS job cards.

Considering all the fraudulent practices in State the Congress government needs to be dissolve on moral ground, he said. If they do not resigned the BJP will urge the Central government to impose President Rule in the state because the government is not working in the interest of people of Manipur, Chaoba demanded.

BJP vice president, I Mangiton said that with this session Mega enrolment 2015 at Khundrakpam AC, the party has completed 75 session of mass enrolment drive in the state. He said today around 70 BJP members enrolled through online enrolment and on January 30 and 31, 1800 members enrolled online.

Khundrakpam has 24627 voters in electoral roll and BJP Khundrakpam Mandal target 15,000 more members to be enrolled to BJP by March 31, 2015 Mangiton said.

BJP senior leader Samual Zendai said that BJP is working towards a developed future for the country. He said under the Narendra Modi the corruption pool of UPA government`™s Planning Commission has been abolished and replaced with NITI Ayug (National Institution of Transforming India) to save the India from corruption.

He appealed to Khundrakpam people to make BJP a strong Political party so as to bring change in Manipur.

RK Ranjan, member Vision Documentation of BJP said the State is in a vulnerable situation on account of the corruption of the Congress government and the only party which can change the trend in the state is none other than BJP.

He said if the people want to save Manipur from this sorry plight they have to make BJP a strong party by enrolling with the party.

Core Committee Member of state BJP, Tiken, said that till today no single Khundrakpam origin candidate has been elected as their representative. Though Khundrakpam AC is in the first list of 60 constituency of state, in terms of development, the AC has lagged behind. He called upon the public to foster a BJP MLA from Khundrakpam in the next election.
