He expressed the imperative need to focus on skill building towards development and ultimately towards a better India.

He said, “I am alarmed to read about 7 lakhs unemployed educated youth in Manipur which has a population of a mere 27 lakhs. Perhaps these schemes are the godsend answers to tap this potential and transform Manipur.”

He continued the remote hill areas might be suffering from various lack in accessing the present digital comforts and facing the digital divide.

“NDLM can reduce such hindrances acutely. For instance banking through mobile is introduced to avail all services except deposit. Similarly pan card services, vital information related to government policy and programmes can now be availed in the remote villages through the digital medium. Priority will be given to ICDS and PDS in the initial phase to monitor the implementation and ensure maximum accountability.”

Hemanta Larma explain the training and placement quality aspect of the schemes, “Ratio of trainees and traner will be within 10 – 30 and the certification will be given by the Centre Government. The trainees will also be enrolled in all the official data based thus vacancies in any department of the respective region will automatically absorbed these skilled personnel.”

Further we would also encourage private companies to come in wherever there is a good pool of skilled employable personnel, he added.
