IMPHAL, February 25: Another seven demands amounting to Rs 1614,61,99,000 have been unanimously passed by the house on the 5th day of the ongoing budget session for the current year.
The demands were passed following the withdrawal of cut motion moved from the opposition bench after a deliberate discussion. Cut motion was moved on all the demands.
The demands includes Rs 1144,73,45,000 for Finance Department, Rs 5,53,80,000 for Information and Publicity, Rs 17,16,63,000 for State Excise, Rs 5,14,21,000 for Sales Tax, Other Taxes/Duties on Commodities and Services, Rs 136,13,20,000 for Minor Irrigation, Rs 283,69,21,000 for Social Welfare and Rs 22,21,49,000 for Relief and Disaster Management.
A motion for disapproval of policy cut was moved by Dr I Ibohalbi and L Ibomcha Singh for demand number 5 finance department on account of failure to take steps to stop the reduction of development resources in Manipur, failure to take up effective economic measures to boost the economy of the state and failure to take up additional resource mobilisation.
Dr I Ibohalbi also moved a motion for token cut in information and Publicity department on account of failure to popularise the service of DIPR.
On demand numder 28 State Excise, Th Shyamkumar and K Shyam moved motion for disapproval of policy cut on account of need to fame proper policy/programmes for control of prohibited substances with appropriate punishment for wrongdoer and failure to curb the use of liquor and other narcotic and psychotropic drugs. Similarly, another motion of disapproval of policy cut was also moved by L Ibomcha and K Shyam on Sales Tax, Other Taxes/Duties on Commodities and Services on account of failure to strengthen tax collecting machinery and manpower that would check tax avaoidance/evasion, failure to widen tax bases and failure to collect targeted taxes.
Another motion for disapproval of policy cut was moved by Joykishan on Minor Irrigation on account of inability to take action for the collapse of Awang Sekmai Dam against the erring officials and contractors.
Dr I Ibohalbi, Kh Joykishan, L Ibomcha and Th Shyamkumar, together moved motion of disapproval of policy cut on Social Welfare on account of failure to adopt any state specific social security scheme, delay in distribution of financial assistance to the beneficiaries under various social benefit schemes, failure of the Government to implement the Juvenile Justice (Care and Protection of Children) Act properly, inability to construct the unconstructed Anganwadi Centres of 4th phase and failure to provide nutritional items to the Aganwadi centres in proportion with the number of beneficiaries.
At the same time, Dr I Ibohalbi and K Shyam, also moved their motion for disapproval of policy cut on Relief and Disaster Management on account of failure to serve the people of the state properly and failure to respond rapidly during the time of disaster.
