Zillai Gen Hqs and KSO demand ex-gratia and govt job for gun-fight victim’s family

IMPHAL, April 15: The Zillai General Headquarters and Kuki Students’ Organisation have jointly submitted a memorandum to the Chief Minister consisting of a charter of demand against the death of Lalchuailo Neihsial of Lenglong Village, Nungba Sub-Division, Tamenglong District.

In the memorandum, the two organisations have mentioned that Lalchuailo was brutally killed by the 21st Para Regiment (SF) on the pretext that he is a Zeliangrong United Front (ZUF) cadre on the fateful night of April 11.

The KSO and ZILLAI submitted the Charter of Demands that the State Government must compensate the deceased family with an amount of Rs 10 lakh, a suitable job to the next of kin of the deceased and must initiate a Judicial Enquiry.

It further demanded the State government to ensure safety and security of the civilian population.

The State government must issue a press statement nullifying the claims in some local media brandishing him as a Zeliangrong United Front (ZUF) cadre, it further demanded. The State Government must.

The State Government and the Army Formation (57 Mountain Division, Leimakhong) under 21st Para (SF) must ensure befitting punishment against the Commanding Officer 21st Para (SF) Jorhat under whose command and order the murder was committed, it further demanded.

The State Government must also ensure the safety and security of Liankholun Gangte who is under constant fear psychosis as a result of the ill-treatment meted out by the 21st Para (SF) for two days, it demanded.

The State Government must ensure to meet or consider the above charter of demands at the earliest so as to prove nobody is above the law and justice is delivered to the deceased family.

If the above charter of demands cannot be met, the two organizations would be compelled to carry out state-wide agitations said a joint press release signed by Hauminthang president Zillai General Headquarters and Paotinthang Lupheng president KSO General Headquarters.

It said Neihsial was in no way related to any anti-social activities and has no link to any particular underground organization as claimed by the 21st Para Regiment.

It said Neihsial is the present general secretary of KSO Tuilang Block.

It further claimed that on the fateful night, Lalchuailo Neihsial and Soithangzo Gangte son of Kaikholien Gangte of Lengluang village were compelled by the ZUF cadres to guide them through the thick jungles much against their consent and wish at gun point.

With no alternative to shoo them off, the duo guide the ZUF cadres inside the thick jungles where the unfortunate incident occur, the memorandum claimed.

“The circumstance leading to the death of Lalchuailo Neihsial was such that the army personnel first captured Lalchuailo Neihsial, then tortured him and shot him death at point blank range without mercy and concern for human life.”

This is a clear indication of Human Rights Violation repeatedly committed by the Security Personnel under the protection of Armed Force Special Power Act, 1956 (AFSPA), it said.

It is also a fact that Liankholun Gangte son of Soikham of Teikhang Village, Tamenglong District who was on his way to Nungba to purchase essential commodities was intercepted and abducted by the 21st Para (SF) under (L) Major Amit Deshwal much against his will and kept under custody for more than two days (April 11 to 13th April, 2016) harassed and ill-treated, it further claimed.
